The Staff Assistant works independently for the Connected Care Program under the direct supervision of the Program Director, Connected Care to support the Facility Telehealth Coordinator (FTC) in collaboration with the Chief of Staff and Executive Leadership.

Duties

Major duties include, but are not limited to: Handle clinical and business functions, assisting with the day-to-day facility telehealth program operations, executing leadership responsibilities and provide innovative approaches for patient care management within the Telehealth program, ensuring telehealth objectives and Conditions of Participation (COP) are met. Assist FTC in planning efforts for program development to improve service as needed to make programs more efficient. Responsible for day-to-day program assistance, provider and Veteran training, troubleshooting, and scheduling for the ever-evolving facility-wide program of Virtual Medical Room (VMR)/ VA Video Connect (VVC). Incumbent will assist the FTC in developing procedures and systems for establishing, operating, and assessing the effectiveness of Telehealth services and the accomplishment, evaluation, and/or monitoring of inspections and management controls. The Deputy FTC acts as assistant to the FTC as a consultant for all aspects of telehealth use, including facilitating the training of Telehealth Clinical Technicians and providers. Assists in preparing monthly workload reports as it relates to Telehealth activities. Collaborates with VISN Telehealth Leadership in preparing monthly workload data for CVT, VVC, Store and Forward, HT, and MyHealtheVet. Follows the direction of the VISN Telehealth Program to maintain a current inventory of VISN Telehealth Technology, including software and associated license. Ensures the planning and implementation of Telehealth installation procedures involving various equipment, services, and operating techniques are coordinated by working closely with the Facility Telehealth Coordinator (FTC), VISN Telehealth Program Office, local Chief Informatics Officer, Biomedical and facility OI&T personnel. Independently conducts cost-effectiveness studies for facility telehealth. Perform program cost analysis such as performance of cost-benefit or economic evaluations of programs. Submits requests for the purchase of supplies that are required for the daily function of the Telehealth program and any associated telehealth staff and handles logistics pieces of equipment distribution to CBOCs and Medical Centers. The incumbent will develop new and apply existing mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, productivity, and effectiveness of Telehealth. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday- Friday 7:30am-4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. This position is eligible for Ad-hoc telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible for day-to-day program assistance, provider and Veteran training, troubleshooting, and scheduling for the ever-evolving facility-wide program of Virtual Medical Room (VMR)/ VA Video Connect (VVC). Collecting, compiling, and tracking projects Providing information and analysis for short and long-range planning regarding changes in functions Reviewing and recommending improvements to organizational structure, processes, and/or procedures Assist in planning efforts for program development to improve service as needed to make programs more efficient. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education or LL.B. or J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level education. NOTE: Transcripts must be submitted with application. To qualify for a GS-11 position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting analytical reviews, audits, and completed reports on findings Performing data analysis using software programs to analyze and prepare reports Develop policies, procedures, and criteria for the administration of the telehealth program, and to assess data collecting, monitoring, and reporting. Develop agendas, program materials, user guides and other resources to compliment Telehealth programs and/or new equipment. In-depth knowledge of Clinical Video Technology (CVT) and Store and Forward Telehealth (SFT) Programs and technologies to train others, assist/troubleshoot users, and monitor compliance for new and current users. This includes in-depth knowledge of OIT and BioMed network and telecommunications infrastructure for setting up equipment, and correct consult and documentation initiation/setup. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
