This vacancy is for a Survey Statistician (Recent Graduate) position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Survey Statistician (Recent Graduate), 1530, 7/9/11, FPL GS-11 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Duties

Applies statistical techniques and methods in performing project related activities. Performs progressively more difficult assignments to assist higher-level statisticians. Assists with planning and performing detailed activities toward project completion. Analyzes and evaluates data. Communicates to participants and stakeholders. Disseminates study results through written publications and oral presentations. Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: Basic Entry Requirements for All Grade Levels: You must be a Recent College Graduate from a qualifying institution within two years of degree or certification (Veterans precluded by their military service obligation, will have up to six years to apply). Students must provide transcripts with a degree confer date. Graduation / expected graduation date MUST be indicated on your resume for you to qualify for the position. Minimum Education Requirement: Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. AND Specialized Experience: For the GS-7, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-5 in the Federal service. Experience for this position includes: Knowledge of statistical theories, methodology, and techniques to solve problems; assisting with the planning and executing of projects or programs with rigid deadlines; assisting with conducting analysis using statistical software packages (including but not limited to SAS, SPSS, S-Plus, STATA, R and Minitab); using statistical research to prepare a report, paper or presentation; using programs such as Excel or Access, preparing charts and tables, and developing and/or presenting reports on statistical studies or surveys; AND communicating in person, via email, presentations, written reports and/or over the phone. OR One (1) full year of graduate level education or superior academic achievement. AND SpecializedExperience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: planning and executing projects or programs with rigid deadlines; analyzing and managing various programs and activities providing technical advice and making recommendations; conducting analysis using statistical software packages (including but not limited to SAS, SPSS, S-Plus, STATA, R and Minitab); AND communicating data results in the form of written reports, graphs, charts and tables; presenting findings in a formal setting such as a classroom, conference or professional meeting. OR Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. AND SpecializedExperience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes: planning, strategizing, identifying, researching, and formally documenting requirements and/or specifications for a large program; measuring and ensuring compliance with quality standards for data collection, processing, analysis, or dissemination activities; reviewing or analyzing data from censuses or large-scale social science or demographic surveys; communicating complex and technical program information in person and to a variety of audiences; writing professional publications or official documents; and monitoring projects and developing project plans and schedules; applying statistical techniques such as measurements of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance, preparing charts and tables, developing and/or presenting reports on statistical studies or surveys, and making preliminary recommendations on problems encountered. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
