The RCS Operations Officer provides support to the RCS Chief Officer (SES) in all matters related to operations, including administrative, financial, human resources, and capital asset management and ensures that operational activities are executed within allotted budget and timelines.
Duties
Major Duties:
Implements major operating policies and plans for effective governance of an organized and interdependent but decentralized readjustment counseling service delivery system.
Develops annual business plans at the national level, supporting long- and short-range strategies.
Identifies and communicates a clear strategy and vision for RCS Districts, Vet Centers Call Center, and Vet Centers consistent with overarching VA, VHA, and RCS strategic plans and the VHA Blueprint for Excellence.
Ensures continuous improvement relative to the quality, value and access to readjustment counseling and all other VA services.
Fosters a corporate culture of public service, accountability, and excellence sufficient to attract, retain, and motivate a diverse group of professional and administrative employees.
Work Schedule: Monday through Friday 8:00 am to 4:30 pm.
Note: The position requires travel up to 50% and could include the requirement to work non-traditional tours of duty to include weekend and holiday work.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Applicants must possess at least three of the five specialized experience elements in their resume to be found qualified. Examples of specialized experience would typically include:
Knowledge of management policies and techniques, policy analysis principles, the policy development and implementation process, and a comprehensive knowledge of VHA's mission, policies, and organization.
Lead and direct activities which are broad in scope, highly sensitive, and precedent setting in nature.
Exercise independent judgment to determine the most effective means of completing assignments and responding to management needs as they arise.
Skill in leadership, management, and administrative principles, practices, and theories.
Develop internal and external policies.

Physical Requirements: The work requires extensive travel, non-traditional work hours, and some physical exertion, such as periods of standing during in-person presentations, walking, bending, crouching, stooping, stretching or similar activities.
