Duties

This position is located in the Bureau of Safety and Environmental Enforcement (BSEE), Office of Administration (OA), Human Resources Division, Strategic Human Capital Branch, HR Process & Evaluation Unit. The incumbent for this position will serve as a Program Analyst with a focus on program management/evaluation, data review and analysis, and internal controls specifically for the Human Resources Division. At the full performance level (GS-13) the major duties of this position include but are not limited to the following: Conduct program evaluations and internal control reviews to measure the effectiveness, efficiency, and compliance of program activities to measure achievement of stated goals. Communicate findings and trends from evaluation and reviews in both written and oral form to the ADA and the Chief of Staff, Administration. Assist in, and in some cases lead, coordination of engagements with external oversight bodies, such as the Government Accountability Office and the Office of Inspector General and supports efforts to implement recommendations made by these groups. Participate in and coordinate workshops to identify risks and risk treatments. Synthesize and perform analysis of risk and risk treatment information to determine levels of risk in relation to established risk tolerance and agency priorities. Serves as Human Resources Project Manager for all special projects, systems implementations, and major business process changes at the direction of the Human Resources Officer (HRO), Human Resources Division. Collects, develops, and analyzes statistical data directly related to HR to identify trends, develops responsive strategic plans, and/or predicts workforce characteristics that may warrant program changes and/or enhancements. The Bureau of Safety & Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. A remote work situation is not an option. Salary Range Information (Per Annum): * First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. GS-11: $78,592 - $ 102,166 GS-12: $89,834 - $116,788 GS-13: $106,823 - $138,868 Relocation expenses are not authorized. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee. Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the grade to which you are applying. GS-11 Specialized Experience: NOTE: Applicants utilizing education to qualify at the respective grade level must provide transcripts (unofficial are acceptable) in order to verify that the educational requirement has been met. The documents must be received by the closing date of the announcement. Failure to provide this information will result in you receiving an "INELIGIBLE" rating. To Qualify at the GS-11 grade level, you must meet either A, B, or C to qualify for this grade level. A. To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully, the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Assists with conducting audits or evaluations of HR related processes, or establishing, implementing, and/or managing quality assurance activities. Assisting with the coordination of Quality Assurance (QA) and/or program evaluation standards. MUST MEET ALL -OR- B. Education: You may substitute education for experience if you have achieved: Ph.D. or equivalent doctoral degree, OR 3 full academic years of progressively higher-level graduate education leading to such a degree, OR LL.M., if related. -OR- C. Combination of Education and Experience: Equivalent combinations of successfully completed graduate level education and experience that total 100% of the experience requirements for the GS-11 grade level. --- To qualify at the GS-12 grade level and higher, you must possess the Specialized Experience for the grade to which you are applying. GS-12 Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully, the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Assisting with, or conducting audits or evaluation, or establishing, implementing, and/or managing quality assurance activities. Coordinating Quality Assurance (QA) and/or program evaluation standards. Analyzing program activities to address audit or evaluation findings. Analyzing programmatic and/or Bureau-level risk and risk treatment information to determine risk levels relative to agency priorities and established risk tolerance. Leading projects involving multiple stakeholders. GS-13 Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully, the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Conducting audits or evaluations, or establishing, implementing, and/or managing quality assurance activities. Coordinating Quality Assurance (QA) and/or program evaluation standards. Analyzing for sufficiency activities undertaken to address audit or evaluation findings. Analyzing programmatic and/or Bureau-level risk and risk treatment information to determine risk levels relative to agency priorities and established risk tolerance. Leading complex long-term projects involving multiple stakeholders Advising senior-level management on program risks, gaps, and/or recommended corrective actions. Developing Key Performance Indicator (KPI) reports that pinpoint program successes and/or deficiencies for use by HR leadership and other staff members in making substantive program modifications.
