Duties
This position is located within the Department of the Interior, Office of the Director, Renewable Energy Operations.
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1. Assists REN OPS Director in developing and implementing processes for oversight of the Bureau's Atlantic OCS renewable energy activities, including program direction and management of post lease actions, oversight of operations, workplace safety, compliance assurance, and decommissioning.
2. Maintains status of all projects and ensures all milestones are met. Oversees Atlantic OCS regional staff for timely and coordinated reviews of industry submittals (CVA nominations and scopes of work, COP, NEPA, FDR/FIR, SMS, multiple plans required by the ROD/COP terms and conditions, decommissioning applications, project modifications, etc.), both within BSEE and with BOEM renewable energy environmental and engineering staff.
3. Ensures necessary information is transitioned from BOEM in a timely manner to aid BSEE during both technical reviews and during analysis of non-compliance. This includes documentation of departures and other industry agreements granted by BOEM which impact BSEE post-plan approval and non-compliance.
4. Plans work to be accomplished by technical staff, sets, and adjusts priorities, and prepares schedules for completion of work; assigns work based on priorities and the capabilities of employees.
5. Works with technical team members employing repeatable processes for performing reviews and assessments, and documenting, analyzing, and reporting findings to ensure continuous improvement of the Bureau mission and program accomplishment.
6. Coordinates with Deputy on the distribution of funds and personnel based on analysis of work measurement data and evaluation of regional program requirements.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.
Salary Information
155,700-183,500 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Specialized Experience for the series to which you are applying.
(1) Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Assessing the performance of an organization by evaluating the effectiveness of programs in achieving their stated objectives;
2. Creating presentations or documents to be used in management-level briefings or reports; AND
3. Briefing senior leaders (e.g., bureau directors or division heads) on program accomplishments or organizational performance.
