Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Renewable Energy Programs. The position will be physically located in Sterling, Virginia or will be virtual.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Conduct policy and regulations analyses and advise BOEM Senior Leadership and OREP management on offshore renewable energy policy development and implementation.
2. Monitor relevant legislative, regulatory, and policy developments related to offshore renewable energy development.
3. Serve as a thought leader for the BOEM renewable energy program and make recommendations to improve program regulations as well as process effectiveness and efficiency.
4. Draft policies for the BOEM renewable energy program in accordance with the laws and regulations.
5. Review program documents to identify policy risks and support consistency and alignment with Departmental, Bureau and program practices, policies, delegations and regulations.
6. Serve as point of contact for Attorney Advisors on legal opinions relating to program activities, policies and decision-making.
7. Assist with the development of OREP guidance documents and standard operating procedures (SOPs).
8. Conduct strategic planning and analysis for OREP; assist with the planning and implementation of strategic initiatives.
9. Prepare inquiry responses and briefing materials for OREP, BOEM, and DOI management to use with Congress, state and local officials, constituent groups; other Federal agencies; and other interested and affected parties; and conduct briefings at the staff level.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor permission.
Salary Information: GS-14, Step 1: $132,368.00 to GS-14, Step 10: $172,075.00 per annum.
The above salary range is for Sterling, Virginia. If you are selected for a virtual location, your pay will be set for the location in which you reside.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Conducting work that involved policy and/or regulatory analysis related to renewable energy;
2) Using a wide range of qualitative and/or quantitative methods to make assessments and/or recommend improvements to proposed policy; and
3) Contributing to the development of energy policy and procedural recommendations
Must meet two out of the three above statements.
