The Staff Assistant provides support to ILEAD leaders on a wide range of responsibilities associated with the daily operations of the service line. Duties specifically include management of assigned work, providing recommendations and solutions to the administrative/management issues/problems, scheduling and coordinating service line requirements, monitoring resources and designing and implementing information tracking systems using computer applications.

Duties

The major duties of this position include but are not limited to: Performs a wide variety of tasks at the direction of the supervisor. Supports the priorities and management responsibilities of the Service Line. Coordinates with ILEAD staff concerning matters of work accomplishment, priorities, management of calendar(s), and issues affecting operations and programs for the purpose of improving or correcting administrative processes or practices. Monitors administrative actions as assigned and presents recommendations to appropriate management officials for final decision. Performs timekeeping duties as required. Responsible for sensitive and/or confidential human resource requirements for the supervisor. Plans and coordinates recruitment activities as directed by the supervisor. Acts as a liaison between supervisor and internal or external ILEAD/VHA/VA parties; handles communications to include responding to inquiries and requests, keeping mgmt. informed, and providing timely and efficient responses to persons and/or groups within and outside ILEAD or VA. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 8am-4:30pm Compressed/Flexible: May be available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: For the GS-7 position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: monitoring administrative actions as assigned and presents recommendations to appropriate management officials for final decision; performing timekeeping duties; planning and coordinating recruitment activities; gathering, assembling and analyzing material on various topics related to Service Line services; producing periodic reports regarding ongoing actions, accompanied with recommendations and known implications, such as changes in operations, budget or recommendations for updates to processes and procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. (TRANSCRIPTS ARE REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a 4-year course of study leading to a bachelor's degree.(TRANSCRIPTS ARE REQUIRED) For the GS-9 position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: monitoring administrative actions as assigned and presents recommendations to appropriate management officials for final decision; performing timekeeping duties; planning and coordinating recruitment activities; gathering, assembling and analyzing material on various topics related to Service Line services; producing periodic reports regarding ongoing actions, accompanied with recommendations and known implications, such as changes in operations, budget or recommendations for updates to processes and procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. (TRANSCRIPTS ARE REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. (TRANSCRIPTS ARE REQUIRED) You will be rated on the following Competencies for this position: Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Organizational Awareness- Knows how social, political, organizational, and technological systems work and operates effectively within them. This includes the policies, procedures, rules and regulations of the work unit or organization. Communications- Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions. Administrative- Coordinates, & manages calendars, creates agendas, schedules meetings and conferences, improves processes to include miscellaneous administrative assignments and assists in coordination and management of division and supervisor's priority projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
