This position is located in the Bureau of Fiscal Service, Deputy Commissioner Financing & Operations, Associate Commissioner Financial Operations - Assistant Commissioner Revenue Collections Management; Revenue & Remittance Management Division.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Assist Revenue Collections Management program areas to build, maintain, enhance, and operate collection channels, gateways, and programs.
Perform process improvement evaluations of financial programs, processes, and systems to assess the efficiency and effectiveness of operations, identify root cause issues, and provide recommendations for remedies/improvements in policies, procedures, customer service, and program management.
Prepare data analysis (e.g., statistical summaries, comparisons, identification of trends and patterns, documenting process flows, etc.) and presentations for meetings and briefings that effectively and accurately display program information to individuals or groups.
Evaluate new technology and/or proposed process or system changes, and projects impact on system and/or program. Formulate and present findings and recommendations to senior management.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes performing administration work associated with financial systems and/or programs.
Examples of this experience could include:
-Working with customers to provide guidance and resolve problems; OR
-Aiding the development of communication materials such as letters, presentations, training aids, and fact sheets; OR
-Gathering data to produce reports and queries from various systems or databases; OR
-Assisting with the preparation of data analysis (such as statistical summaries, comparisons, identification of trends and patterns, documenting process flows) and presentations for meetings and briefings that effectively and accurately display program information to individuals or groups.

You may substitute education for specialized experience as follows: 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university, OR have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
Specialized Experience: For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes assisting with process improvement evaluations of financial programs, processes, and systems to assess the efficiency and effectiveness of operations. Examples of this experience could include:
-Applying analytical techniques to identify and resolve issues or problems; OR
-Providing guidance and helping to resolve problems associated with systems or programs; OR
-Assisting with the evaluation of new technology and/or proposed process or system changes, and determining the impact on systems or programs; OR
-Communicating effectively, both written and oral, when making recommendations and giving instruction.
OR
You may substitute education for specialized experience as follows: completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Note that only graduate education in excess of the first 18 semester hours is creditable when used in combination with experience.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-07, you must have been at the GS-05 level for 52 weeks.
For the GS-09, you must have been at the GS-07 level for 52 weeks.
Education
