The primary purpose of this position is: Serves as Headquarters Air Force Civilian Diversity Program Manager; plans, implements, analyzes, and evaluates AF diversity opportunities/ programs and diversity-related issues regarding civilian employees across the Air Force under the management and guidance of the Director of the AF Diversity & Inclusion Directorate.
Duties
Plans, implements, analyzes, and evaluates AF diversity opportunities/ programs and diversity-related issues regarding Air Force civilian employees.
Manages, operates, and institutes the collection of internal and external diversity and AF statistical information for the purpose of analyzing, planning, delivering, and evaluating world class outreach events for both senior U.S. leadership members and U.S. students, their families and groups of influencers.
Interfaces with other Air Staff and Secretariat offices, other Services' headquarters counterparts and DoD offices to ensure the AF civilian diversity programs and initiatives are consistent and integrated throughout the defense community.
Prepares briefings, papers, reports and studies.

- Requires short and extended periods of TDY within and outside of the continental United States. Requires travel by any or all modes of military and/or commercial transportation.

Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: (1) utilizing knowledge of diversity policy requirements to serve as a technical authority in data research requiring the application of new theories, concepts, and developments to diversity problems; (2) planning advanced studies/projects and leading lead task forces for resolving critical problems in existing policies/programs/processes; (3) analyzing and comparing personnel staffing and manpower utilization tradeoffs, fiscal strategies, and programming factors to produce fully justified recommendations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and quantitative methods for assessing and improving civilian diversity programs, policies and outreach for the AF. Knowledge of Air Force civilian program goals and objectives in developing and maintaining the force. This includes an understanding of the relationships and responsibilities of various AF entities involved in force acquisition.
2. Ability to analyze, plan, and synchronize efforts of various organizations to achieve the Air Force Diversity Mission: "Attract, Recruit, Develop and retain a diverse Total Force." Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations.
3. Skill in conducting feasibility studies and problem analysis. Skill in qualitative and quantitative analysis techniques to measure organizational efficiency.
4. Ability to communicate effectively, both orally and in writing, and gain cooperation from others through tact, courtesy, and diplomacy, and to represent the Department of the Air Force both within and outside the organization.
5. Knowledge of human resources management principles, concepts, practices, programs, policies, methods, and
techniques. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
6. Knowledge of the missions, functions, responsibilities, organization, procedures, goals, and objectives of OPM, DoD, OSD, SAF, USAF, and the USAF/AI Directorate; the sequence and timing of key operational events and milestones; and methods of evaluating effectiveness of planning actions as related to actual events.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
