The primary purpose of this position is to serve as the HQ Air Force (HAF) Military and Family Readiness Financial Education Program Analyst responsible for overseeing, coordinating, managing, evaluating the policies and procedures in support Department of Defense's (DoD) direction and execution of the Financial Literacy Training and Readiness Program.
Duties
Serves as Program Analyst to assist in managing the requirements of the financial literacy training and readiness program for Department of the Air Force Service members (10 U.S.C 992) as amended by Section 661 of the FY16 NDAA for the Service Secretary.
Serves as the HAF Military & Family Readiness Financial Education Program Analyst for financial literacy training and readiness issues impacting DAF Service members and their families.
Represents HQ AF/A1SA with a wide variety of internal and external officials.
Monitors and analyzes Airman and Family Readiness for financial literacy resource execution.
Air Staff level Community Readiness Policy and Programs.
Requirements

- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include work that has provided extensive knowledge and understanding of military benefits, entitlements, and family issues as related to the Financial Literacy and Education and other M&FRC programs; serving as staff advisor and technical authority providing advice, assistance and policy guidance to MAJCOMs operating under the Community Readiness model; resolving issues and providing recommendations concerning governing laws, policies and regulations that require interpretation, adaptation, or change; analyzing and evaluating Military and Family Readiness program progress, identifying problems and trends, assessing options, and developing solutions; and planning and managing the Financial Literacy Training and Readiness support programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of social science and financial readiness principles, consumer credit products, training curriculum concepts and techniques to plan, research, lead and manage the DAF Financial Literacy. Knowledge of program policy and directive issuance development, coordination, and approval process.
Extensive knowledge and skill to analyze program progress, problem areas and trends; develop innovative solutions; assess policy implementation; determine impact, develop, and assess options and make recommendations and provide guidance and leadership to staff at AFPC Operations Branch/installations. Knowledge of DAF Military Personnel pay benefits, entitlements, and responsible organizations.
Thorough knowledge and understanding of all Military & Family Readiness core programs and government instructions and ability to network with others and build coalitions. Knowledge of installation level delivery of programs and ability to gather and synthesize utilization data as well as customer feedback to improve participant outcomes.
Skilled in developing policies and programs based on very broad guidelines and limited precedents. Knowledge and ability to conduct research, analyze pertinent data, evaluate and/or develop technically sound recommendations, and direct corrective actions. Ability to communicate effectively, both orally and in writing and to manage several projects simultaneously.
Knowledge of AF planning, programming, budgeting and execution regulations, guidelines, and processes. Ability to formulate, justify, present, and execute Congressional funds, in addition to providing staff guidance and assistance to others on long-range planning, administration and use of funds. Ability to monitor delivery of contractor services and advise contract owner of effectiveness of services being delivered.
Skill in dealing effectively and professionally with all ranks/grades; DoD officials; sister services' program managers, SAF/MR representatives and various civilian entities when explaining, negotiating, and/or implementing Airman & Family Readiness policy and procedures. Knowledge and ability to work independently to plan, organize, make decisions, and collaborate with multiple agencies/functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
- Name/Rank/Grade of Service Member
- Branch of Armed Forces
- Dates of Active Service (Start and End Date(s)
- Expected Date of Discharge/Release from Active Duty
- Terminal leave start date (if applicable)
- Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
- Must be certified within 120 days of anticipated discharge
- Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
