This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Communications-Electronics Command Software Engineer Center (CECOM SEC), is one of the most experienced and comprehensive support centers within the DoD. This position is within the C3T Directorate, Communication and Networks Division.

Duties

Provides life cycle software support to Business and Business Intelligence applications and tactical communication networks/systems and tactical communication network/system applications. As a lead or principal analyst provides a variety of software services/analyses to ensure suitability, reliability, maintainability, interoperability, and configuration integrity of software used in business and tactical systems applications. Efforts include applications development and Post Production Software Support (PPSS). Provide technical guidance and leadership to meet system requirements for software releases. Create and maintain key programmatic information to include project schedules. Communicate consistently with internal and external key stakeholders on programmatic matters. Identify innovation opportunities.

Qualifications

The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq Demo) position in the NH-03 broadband, subject to the CECOM control point policy. Management will set the pay for this position consistent with the qualifications and education of the selectee and the expected contribution for the position. This non-supervisory position is subject to a salary control point equivalent to the GS-13, step 10 base salary, or if the incumbent's salary currently exceeds the GS-13, step 10 level the incumbent's salary may be put on a salary control point at the incumbent's existing salary. Specialized experience is defined as: 1) Developing and analyzing software design and programming; 2) Providing information technology troubleshooting, assistance and guidance to customers; and 3) Performing contract management duties such as preparing procurement documentation, evaluating proposals, approving acquisition requests, monitoring contractor performance, etc. AND The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
