The primary purpose of this position is to Serve as an Information Technology (IT) Information Systems Security Specialist with responsibility for security planning, coordination, and security during installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of network and server hardware and software systems on the Air Mobility Command (AMC) JWICS network. *** Salary ranges includes local market supplements ***

Duties

1. Performs services as Information Assurance Specialist. Expert knowledge of and skill in applying IT security principles, methods, and tools as well as in-depth comprehension of the overall IT security environment. 2. Provides technical guidance and instructions to users and other IT specialists. Prepares, coordinates, and implements policy and procedures for hardware and software applications system operation. 3. Serves as a technical advisor to management. Participates as a key member and advisor on special committees and projects designed to study methods to enhance the use of information technology. 4. Serves as liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A) BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Knowledge of a full range of IT INFOSEC requirements for SAP and JWICS for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks, and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of IT INFOSEC security requirements for JWICS for certification and accreditation , network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advises on new or revised security measures and countermeasures based on the results of accreditation reviews. 2. Knowledge of Local Area Network for JWICS security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry; and know ledge of a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures for JWICS. 3. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources ( e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of JWICS systems and applications. 4. Knowledge of the principles, methods, and practices for integrating information network and system components sufficient to plan, coordinate, and administer computer network and systems, and optimize network and system performance; and knowledge of performance tuning tools, database management, and project management methods sufficient to optimize network and systems performance, troubleshoot database performance problems, and perform a wide range of network and systems administration functions. 5. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of network and systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 6. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving network and systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the ­art technology. Ability to communicate orally and in writing and knowledge of safety and security regulations, policies, and procedures. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 2. Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,"). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
