The incumbent serves as a Supervisory Management Analyst (Branch Chief) in the Deputy Administrator's Office, playing a vital role in the administration of the Local Food Purchase Assistance Cooperative Agreement Program (LFPA) and the Local Food for Schools Cooperative Agreement Program (LFS) as well as other financial assistance policy functions and activities of the USDA commodity procurement operations. This is a 100% remote position located within: Washington, DC OR Kansas City, MO.

Duties

The duties may include, but are not limited to: Providing leadership and supervision in performing or directing project-oriented assignments the effect of which are to impact core commodity procurement program and funded initiative operations. Participates with the Assistant to the Deputy Administrator and other top Agency officials in formulating policies and programs of the Agency. Applies expert-level knowledge of commodity procurement programs and other financial assistance programs and related management and administrative issues. Provides liaison support between the Assistant to the Deputy Administrator, Agency top officials, subordinate members of the team, and managers of external agencies. Facilitates the preparation of a broad range of information, resources, and documents critical to policy and decision-making processes at the Assistant to the Deputy Administrator level and beyond. Leads and oversees the implementation of changes and improvements to the procurement process and business administration. Devises new methods or procedures for accomplishing work to solve productivity problems. Analyzes complex issues and prepares position, policy, and options papers for and furnishes programmatic advice to top Program and Agency officials concerning program operations. Identifies, proposes, and justifies solutions to highly unusual, severe, controversial, or complex problems affecting program operations under the Assistant to the Deputy Administrator’s jurisdiction.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Leading a team or project; to include gaining cooperation from others to obtain information and accomplish goals. Providing strategic leadership; overall planning, directing, coordinating long range plans and daily operations Leading and developing a team of professionals including experience balancing workload, conducting performance reviews, identifying issues, and maintaining a high level of customer service. Providing written and oral communications to executive level leadership and stakeholders. Reviewing and analyzing recipient performance and ensuring that program requirements are being met. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
