This is a Direct Hire Authority (DHA) solicitation utilizing the DHA to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a permanent position in the Major and Secondary Item Planning and Analysis Branch of the Supply Chain Management Directorate.
Duties
Oversee a moderate size team of personnel and provides advice, guidance, and expertise in maintaining fully operational system applications, systems, logic, and tools.
Periodically review the position structure of the supervised workgroup to ensure an optimum balance between economy, efficiency, and skill utilization.
Manage the team in investigating trends in performance to identify the root cause(s) of repeated/patterned issues.
Provide resolutions to strategic/multi-pronged complex problems that arise with Logistics Modernization Program (LMP), Enterprise Resource Planning (ERP), and Vantage.
Evaluate policies and proposals involving the assumption of major new logistics support missions and programs.
Utilize supply expertise to advise the staff on evaluating, analyzing, interpreting, and developing logistics management regulations, policies, and instructions.
Represent the Organization and/or Command on panels, work groups, and conferences, presenting technical briefings relative to the area of assignment.
Review staff documents and briefs for accuracy, proper format, and appropriate content and provides corrections and/or alternate solutions.
Make decisions on complex technical supply problems presented by subordinate staff members.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a current, non-critical sensitive, secret clearance..
- One-year supervisory probationary period may be required.
- Referred candidates may be required to complete a supervisory assessment in addition to an interview.

Qualifications

Specialized Experience: One year of specialized experience which includes 1) leveraging planning and/or budgeting processes, procedures, policies, and regulations related to various funds like Army Working Capital Fund (AWCF) and/or Operation Maintenance Army (OMA), to support the supply mission; 2) identifying and/or mitigating risks to fiscal plans and the downstream supply and readiness impacts; 3) generating and/or tracking execution plans while performing corresponding funding actions within Enterprise Resource Planning (ERP) systems, such as the Logistics Modernization Program (LMP); and 4) Partnering with various stakeholders, such as internal and external teams and organizations, to effectively lead enterprise-wide supply processes and/or initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
