About the Position: Serves as a Lead Supply Systems Analyst. Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
Duties
Develops plans and techniques to fit new situations to improve overall program and policies.
Evaluates and combines analysis to resolve complex system planning issues involving processes, work methods, supply data management, and day-to-day operational procedures.
Analyze the effect on the various operating segments and oversees the development and execution of new or revised complex processes, policies, methods, and best practices throughout the various supply chain functions.
Responsible for personnel performing duties maintaining the system administration, technical and operational guidance for systems and tools to support current and future work of functional business processes and maintain data collection.
Reviews key process productivity indicators and performance, operational, and statistical reports to lead the team in determining functional trends, conformance to standards, efficiency of operations, and the effect on future resources.
Make functional recommendations to enhance system data and output requirements.
Serves as the central point of contact and technical advisor for system analyst issues, and the exchange of information between personnel on the assigned team, with other command personnel, and with other organizations.
Provides technical guidance and training to the team on the use a resource planning systems and supporting applications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Data Analytics requirement. The incumbent must meet all requirements for Data Analytics level two (2) certification within 24 months of being placed on the position.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires Temporary Duty (TDY) travel up to 25% of the time.
- This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.

Specialized Experience: One year of specialized experience which includes: 1) Comprehensive knowledge and experience with planning and budgeting processes, procedures, policies, and regulations regarding funds like Army Working Capital Fund (AWCF) and/or Operation Maintenance Army (OMA); 2) Demonstrated ability to successfully identify and mitigate risks to fiscal plans and the downstream supply and readiness impacts therein; 3) Familiarity generating and tracking execution plans and experience performing corresponding funding actions within Enterprise Resource Planning (ERP) systems such as the Logistics Modernization Program (LMP); 4) Develop and maintain strong relationships with both internal and external teams and organizations in order to effectively lead complex enterprise-wide processes and initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11.
