This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Lead Police Officer position with Directorate of Emergency Services, Police Patrol Branch.

Duties

Serves as a Lead Police Officer assigned under the authority of the Senior Commander at IMCOM supported installations. Oversees collecting and preserving of evidence, conducting long and short-term investigations on criminal cases and analyzing facts. Develops case information for use in pressing charges and bringing suspects to trial. Preforms required lifesaving first aid in the event of an emergency as a first responder to an incident. Instructs employees in specific tasks and job techniques and provides on-the-job training to new employees in accordance with established procedures. Reports to supervisor on performance, progress, and training needs of employees and makes informal suggestions on employee personnel Actions. Conducts traffic law enforcement patrol using specialized equipment such as radar, Lidar and breathalyzer. Responds to radio calls or reports situations that are general assistance. Performs protection duties to deter, detect and deny unauthorized access at installation and incident perimeter posts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Successfully graduate from the United States Army Civilian Police Academy within one year of hire, unless has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position requires the ability to obtain and maintain a Secret security clearance.
  • This position requires a Pre-employment physical. The incumbent will be required to pass an entry level and annual re-certification of the standard Army physical fitness/agility test.
  • The incumbent must comply with and maintain the requirements of the Individual Reliability Program (IRP).
  • This position requires a drug testing designated position.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968.
  • This position is designated as a Mission Essential position.
  • The incumbent must work irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • The incumbent must wear a uniform and comply with the Army Civilian Police Dress and maintain a high state of appearance and hygiene in accordance with AR 190-56.
  • The incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • The incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Successfully graduate from the United States Army Civilian Police Academy within one year of hire, unless has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) conducting preliminary investigations into misdemeanor crimes and traffic accidents; (2) interviewing witnesses to crimes, accidents, and security breaches; (3) driving a patrol vehicle and operating radar speed detection devices; (4) enforcing Federal and State laws, to include making arrests; and (5) reviewing law enforcement paperwork/reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
