The primary purpose of this position, PROGRAMS FLIGHT SPECIALIST, GS-0301-9/11, is to provide expertise in analyzing Squadron processes to determine resolutions for problems and identify opportunities for improvements. This position has the primary duty of defining objectives and formulating strategies and actions between joint agencies and squadron leadership.

Duties

Define objectives and formulate strategies and actions to assist leadership to achieve improvement objectives on a wide variety of Squadron functions. Accomplish detailed studies of functional areas, processes, and facilities to form basis for input to various integrated long-range plans for the Squadron, Group and Joint Partners. Accomplish strategic planning for accomplishment of improvement objectives. Develop plans, establish procedures, and execute Group or joint partner policies relating to specific Squadron missions ensuring these are fully integrated with all relevant systems and infrastructure programs. Make staff presentations on program objectives and statuses.

  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • May occasionally be required to work other than normal duty hours. and/or shift work may be required which may include overtime and/or irregular hours.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience or will have one year within 120 days of closing of this announcement at the next lower grade GS-07, equivalent in other pay systems. Examples of specialized experience includes selecting appropriate techniques, using data collection systems, interpretation of data distribution, visualization and demonstration of the effects and ramifications, and making recommendations to decision makers; and applying knowledge in evaluating, revising and developing training systems, methods, plans, etc. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-09), or equivalent in other pay systems. Examples of specialized experience includes assessing and analyzing productivity, effectiveness, and efficiency of operational and support activities; and developing detailed procedures and guidelines to supplement established regulations or program guidance. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Knowledge of the operations, products, services, needs and goals of the program(s) and the organizations studied or served, and related customers, functions, resources and users. 2. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. 3. Ability to gather, analyze, and present data and supporting analysis in an organized manner. 4. Knowledge of practical techniques of management analysis, statical planning, prioritizing and configuration management. 5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
