You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Commandant of Midshipmen Cost Center's Supply Department at the UNITED STATES NAVAL ACADEMY.

Duties

You will supervise and coordinates annual budget preparation for OPN, O/M, N, and Gift funds. You will manage expenditure of OPN, O/M, N, Gift, Reimbursable, and RRN funds collating requirements from 17 sub-cost centers. You will continually review funding use and recommends reprogramming actions within the cost center. You will ensure compliance with fiscal limits and review all cost center actions associated with civil service classifications, recruiting, promotions, and awards. You will work with sub-cost centers to prioritize requirements, including but not limited to the cost center activity manning document. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will implement legal and regulatory controls over approved budgets; and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a Financial Management Level two certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising on work in all phases of the DoD Planning, Programming, Budgeting, and Execution (PPBE) System, 2) Analyzing costs and benefits of alternate methods of financial management of an organization's programs and administrative operations; 3) Develop formal systems for planning, formulation, reviewing, and execution the allocation of all funds for the command; 4) Monitor budget execution of assigned appropriations and investigate/ find the cause of any significant variance.
