The incumbent is a Program Specialist (Space Manager) for James A. Haley VA Medical Center and serves as Space Management Activation Coordinator/Planner within the corporate Planning Office, under the Office of the Director. The medical center owns more than 1.4 million gross square feet of space, 57 plus acres, and 28 active leases for an additional 440,780 net usable square feet. Space is programmed for clinical, administrative, support and research functions.

Duties

Duties of this position include, but are not limited to: Act as the project manager for all space related projects in VA-occupied space. Ensure the medical center complies with current VA-approved space standards and design guidelines. Coordinating activities include liaising with the Executive Leadership Team, to gain buy-in and input to recommendations, service chiefs and other stakeholders. Advises, assists and supports the Chief of Corporate Planning Office in all areas related to space management as it relates and impacts capital investments in the form of input to the Strategic Capital Investment Plan (SCIP) for future space needs. Uses expert knowledge of Space and Equipment Program System (SEPS) software and space calculator to justify space needs and allocations and develop programs for design for all space related requests. Understanding the relationships and adjacencies of space needs and ensures that all newly activated spaces are updated in the Capital Asses Inventory (CAI). Supporting Tampa VAMC mission, goals and objectives for overall space management, functionality and services. Works under the direction of the Chief, Corporate Planning Office as well as Senior Management officials and performs these duties both independently and in conjunction with other medical center, VISN, Central Office and other VHA staff. Work Schedule: Monday-Friday, 8:00AM-4:30PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assess the productivity, effectiveness, and efficiency of award program; Analyze and resolve problems surrounding the award program; Collaborate, communicate, set priorities and organize work with established processes, policies, regulations and deadlines; Communicate effectively, both orally and in writing; Preparing reports in various formats and presenting data to various organizational levels. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Adequate vision to use a computer, read printed material and charts as required. Must be able to hear normal voices and able to speak to an audience effectively. The employee will be subjected to stressful situations due to short timeframes for completion of assignments and potential conflicts.
