The Program Specialist to the Chief and Assistant Chief, Business Management Service (BMS) in fulfilling the varied duties in support of the BMS program that involves benefit coordination, health information and records. The incumbent has the primary responsibility for administrative contracts, and will provide analytical data research, executive support and electronic reporting modalities to managers in the coordination, evaluation, documentation and reporting of Business Office functions.
Duties
Duties include, but may not be limited to the following:
Perform administration, human resources management, procurement, management and program analysis, office support, property management, purchase card and personnel management functions in administering the facility operational programs.
Coordinate ongoing data collection and performing analysis to determine optimal organizational performance.
Assess the productivity, effectiveness, and efficiency of the program operations and recommending resolution of problems in a full range of administrative activities.
Monitor and evaluate the overall effectiveness of the program.
Provide technical expertise in collaboration with persons from other offices within and outside current office.
Perform a wide range of budgetary program management functions.
Assist in strategic planning operations.
Develop technical data, estimates, statistics, and suggestions which may be useful to higher management.
Collect, analyze and transmit work performance and man-hour data for use by management.
Review and approve specific plans and procedures prepared by subordinate staff and/or supervisors.
Maintain and organize contract files hard copies and electronically in database.
Independently interpret guidelines and application of sound work processes that are feasible and cost effective.
Maintain a COR Level I, and manage contracting and procurement that require varying approaches.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Specialist. Qualifying specialized experience includes compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; managing projects and developing programs with responsibility for data collection, budgeting, management, and reporting and experience developing policies, reports and correspondence.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education as described above.

Physical Requirements: The duties and responsibilities of this position is primarily sedentary. The employee sits comfortably to do the work. However, there may be some walking, standing, or carrying of light items such as manuals or files. The work does not require special physical demands.
