The position is in the Department of Veterans Affairs, Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6), Central Virginia VA Health Care System (CVHCS) in Richmond, VA. The primary purpose of this work is to ensure the coordinated implementation and optimum operation for Whole Health System of Care (WH) for the HH McGuire medical center and the Community-Based Outpatient Clinics within CVHCS. This position reports to Director of Whole Health System of Care.

Duties

MAJOR DUTIES Administrative, Fiscal Budget and Clinic and Records Management Responsible for performing, analyzing, evaluation, and coordinating administrative activities to include cost benefit of whole health system of care, complementary and integrative health modalities programs both within Whole Health and other departments within the CVHCS. Develops and coordinates administrative and budget components for Whole Health working with professional, clinical and administrative staff on WH programs. This responsibility includes evaluating qualitative and quantitative information, analyzing WH data, and preparing the budget for supplies and expenses. Performs cost-benefit analysis to compare existing programs against changed or new programs, offers recommendations for enhancing existing WH activities or developing procedures and policies for new activities to increase efficiency and effectiveness or reduce cost. Researches and develops proposals on funding, equipment acquisition, physical facilities, personnel and space. Analyzes past expenditures and prepares budget projections to ensure cost effectiveness of Whole Health programs within Whole Health Clinic and across the Central Virginia VA Health Care System. Prepares budget projections based on past expenditures, Whole Health goals and requirements, changes in workload and future patient healthcare goals which involves forecasting and determination of specific needs. Analyzes budget requirements, recommends budget adjustments and tracks annual spending. Contracting Officer Representative (COR) Duties Ensure that the government receives all that it has bargained for. A COR must be appointed for Architecture and Engineer, construction, hazmat contracts exceeding $25,000, all healthcare contracts for services, and multi-year service contracts. Must validate invoices within five (5) days of receipt against the terms of the contract and performance monitors. The COR must notify the Contracting Officer within three (3) days of receipt if the invoice is not valid. The COR is responsible for ensuring compliance with invoice validation processes before invoices are certified. During option years, the COR is responsible for updating HR certifications (for medical sharing contracts) and new approvals, the Independent Government Cost Estimate and market research. Must provide past performance information before the CO exercises the option. CORs are subject to and must comply with all aspects of procurement integrity regulations related to disseminating contract information. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience include, but are not limited to: creating, maintaining, and implementing an internal audit system to ensure that all services, sections, and programs function within allocated budgets. Knowledge of contract process, contract content, and formulation to understand and apply VA Acquisition Directives and federal procurement regulations. Basic experience working with Federal and VA contracting laws, regulations, policies, and procedures to serve as a COR for the Whole Health Service. Experience as an Administrative Officer, regulations, policies, and precedents that affect the use of program and related support resources, to perform budget guidance and administrative management when performing COR duties. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the incumbent sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
