The incumbent is responsible for the coordination of administrative activities and providing technical support to the Executive Management Officer, who relies heavily on judgment and recommendations made by this individual. Assists in providing guidance and assistance in matters of management practices and procedures related to personnel administration, budget management, office program planning work, administrative and support services, and management improvement studies.

Duties

Specific duties include: Assists the Executive Management Officer and keeps him/her informed of any potential problem areas requiring their attention. Makes every effort to resolve problem situations before they become significant problems. On own initiative conducts studies and makes recommendations on various administrative and management functions, to include personnel administration and budget management. Develops systems and methods for tracking, managing, and reporting. Participates in the development and documentation of long- and short-range planning efforts. Reviews long- and short-range plans, resource projections, priorities, justifications, etc. Makes recommendations on planning efforts that can be undertaken within existing resourcelevels and advises on the impact of efforts that require additional resources. Prepares and contributes to reports and other presentations on program planning and evaluation. Identifies and proposes solutions to management problems which are major importance to planning program direction. Prepares recommendations which impact the way in which planning is carried out. Provides management and technical staff with advice and guidance on preparation of written documents, including administrative issues, forms and form letters, communications, and records management, and maintain history files. Assembles job announcement and job selection packages for submission to human resources centeron behalf of management staff. Constructs and assembles documentation for management officials involved in disciplinary and adverse actions, grievances, and related processes. Reviews sensitive employee information, including employee relations concerns, and routes to the appropriate management official for action. Independently manages and oversees the coordination and execution of the annual Regional Processing Office (RPO) Workshops/Conferences, which is a primary vehicle for the Service to maintain its relationship and communicate new information, policies, and practices to the management team at the RPOs. Reviews and provides final approval on travel vouchers, leave and earning/timekeeping records,supply/equipment requisitions, and work orders under authority delegated by the Director. Reviews and analyzes the operations of the Service to ensure each component follows Education Law, Regulations and Policies,I.G. Audits, Surveys, etc., and makes recommendations where necessary. Studies and reviews Service operations, assembles and analyzes essential data, submits written recommendations, which provide viable alternatives, based upon solid investigative techniques Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13. Work Schedule: Full time, Monday through Friday Compressed/Flexible: Not Available Telework: Available Virtual: This is a virtual position. NOTE: This is not a remote position. This position will be located at a duty station in either Atlanta, GA, Buffalo, NY, Muskogee, OK, St. Louis, MO or Washington, DC. The selectee must physically report to the local regional office in one of these locations as the official duty station on a routine basis. Current employees of the St. Louis Regional Office are eligible to apply and remain at their current duty location. Telework for this position is available per agency and program policy. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:12/12/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Experience providing authoritative management advisory services, which includes researching, analyzing, and evaluating issues, determining applicable precedents, and identifying the most effective approach to resolve complex human resources problems.Experience meeting and dealing with managers and employees at all levels in situations of a highly sensitive nature. Experience providing advice and guidance in the areas of classification and staffing and recruitment. Experience with federal recruitment and staffing procedures. Experience making final classification determinations and writing evaluation statements. Resolving complex leave administration issues. Education Substitution: No educational substitute at the GS-13 grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary, although some slight physical effort may be required.
