Duties

The primary purpose of this position is: To serve as a Program Analyst and technical expert in Special Operations Forces (SOF) Sensitive Activities (SA) serving both as a planner and analyst with the JX Sensitive Activities Brand in the J35 Future Operations Division of the SOCNORTH Operations Directorate (SOJ3). Serves as a SOF Sensitive Activities subject matter expert (SME) responsible for planning, training, equipping, and manning for the conduct of the JX Theater Operations mission set which include: Operational Management, Advanced Special Operations Techniques (ASOT), Preparation of the Environment (PE), Unconventional Warfare (UW), Non-Conventional Assisted Recovery (NAR), Special Access Programs (SAP), Special Technical Operations (STO) and other Special Operations Forces (SOF) sensitive and special programs by designated SOCNORTH military personnel, Department of Defense (DoD) civilians, and DoD contractors Serves as an Operations Officer in the SOCNORTH SOJ3 (Operations Directorate) Serves as a Joint Staff Officer of a subordinate unified command of USSOCOM and under the OPCON of USNORTHCOM Performs as Liaison Officer (LNO) or LNO team member or as a member of a deployable command and control element for special operations activities throughout the USNORTHCOM AOR and outside the Sensitive Activities realm Member is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmed view point to ensure overall information protection requirements meet mission requirements

  • Work will require travel away from the normal duty station on military or commercial aircraft 35 percent of the time to perform temporary duty assignments
  • The employee will be required to perform TDY by attending conferences, exercises, and seminars. Employee will need an official passport for travel outside US territories.
  • May be required to drive to other installations to attend meetings and conferences. An appropriate, valid driver’s license is required for this position.

Qualifications

Must be able to obtain and maintain a Top Secret Security Clearance based on an SSBI with eligibility for Sensitive Compartmented Information (SCI). This position has recurrent access to classified sensitive information. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is Emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. This position requires a physical/medical examination. They physical requirements of this position as determined by the manager are: Selectee must meet requirements specified on SF-78, certificate of Medical Examination for position at overseas/deployed locations due to the following: The duties of this position requires moderate physical exertion involving walking and standing, and exposure to the inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip and knee, joints is required. Arms, hands, legs, and feet must be sufficiently good, vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audio meter, must not exceed 35 decibels at 1000, 2000, and 3,000 Hz levels. Since the duties of these positions are exacting and responsible and activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying. The Theater commander may specify theater unique medical/physical deployability criteria. Emergency Essential deployment related medical/dental psychological examinations and required immunizations are no expense to the employee. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analyst 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Special Operations Forces (SOF) and mastery of DoDs Sensitive Activities (SA) Programs to analyze current policy, strategy, and plans that affect the unit's roles and missions and provide advice and guidance; expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; knowledge and ability to conceive, plan, develop, and produce a wide-range of comprehensive operational management, policy making, and oversight actions for SOF SA operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of current SOCNORTH policy, strategy, and plans that affect the unit's roles and missions and program design, sufficient to provide advice and guidance to ensure that the Sensitive Activities Program supports CDRSOCNORTH's Intent Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems Knowledge of SOF missions, organization, capabilities and critical roles of mission partners to include USG interagency (DOJ, FBI, HSI, DOS, DOE), adjacent GCCs (PACOM and SOUTHCOM), and Functional CCMDs (USSOCOM, STRATCOM, CYBERCOM, etc.), sister TSOCs, and Partner and Allied Nations Knowledge of Sensitive Activities skill sets and SOF capabilities to develop detailed plans, orders, and other requirements to contribute to US DoD or interagency supported operations throughout the USNORTHCOM AOR Knowledge of SOCNORTH policies, strategies, plans, exercises and assessments for identifying the implications that national policy and national theater level strategy have on special operations supporting plans in the USNORTHCOM AOR Knowledge of Joint Special Operations doctrine, policies, procedures, Crisis Planning, and Find, Fix, Finish, Exploit, Analyze, and Disseminate (F3EAD) methodology; skill and ability to communicate effectively both orally and in writing and foster and maintain good working relations; sufficient to analyze complex issues, independently formulate recommendations within bounds of US Codes and policy, and safeguard sensitive information PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
