The primary purpose of this position is to serve as Curriculum Section Chief, General/Specialized/Advanced English and to act as an Instructional Systems Development (ISD) advisor and ESL/EFL/ESP/EAP academic advisor to the Chief of the Curriculum Flight on Defense English Language Program (DELP) curricular matters pertaining to resident (Continued in Duties)

Duties

(Continued from Summary) and nonresident English language training programs, and to oversee the operations and management of the DLIELC Library and Learning Center. DLIELC curricula meet the academic needs of military students in ranks that include cadets, privates, NCOs, officers, general officers, and senior civilian executive service equivalent members. Students represent all age groups, services, educational, cultural and religious backgrounds. DLIELC curricula are used on the resident campus as well as worldwide. Duties: Plans and directs Curriculum Section operations as well as the DLIELC Library/Learning Center operations, ensuring compliance with legal and regulatory requirements under the Department of Defense (DoD), Department of State (DoS), Defense Language and National Security Education Office (DLNSEO), Defense Security Cooperation Agency (DSCA), United States Air Force (USAF), Air Education and Training Command (AETC), and all military services, while meeting customer needs. Exercises supervisory personnel management responsibilities. Manages the Curriculum Section and Library/Learning Center training programs and activities, establishing and evaluating policies, goals, priorities, and remedial actions necessary to accomplish the mission. Represents DLIELC with a variety of DoD, DoS, U.S. Air Force, installation, and functional area organizations.

  • Undergraduate degree in ESL/EFL, English, foreign languages, or a related field AND 24 semester (or equivalent) hours of undergraduate courses equivalent to a major in one of the above stated disciplines (Con't)

  • (Con't) Undergraduate degree in Instructional Systems Design or Curriculum Development, AND 24 semester (or equivalent) hours of undergraduate courses equivalent to a major in one of the above stated disciplines (Con't)
  • (Con't) (TESOL, TESL, TEFL, ESL, EFL, linguistics), AND one year of professional experience teaching ESL/EFL to adults.
  • Incumbent must be a native speaker or equivalent.
  • Incumbent must sign a mobility agreement under the provisions of the agency mobility program. Incumbent must be willing and able to travel by military and commercial air in CONUS and OCONUS.
  • Incumbent must obtain and maintain a secret clearance as a condition of continued employment in this position.
  • Due to mobility agreement required for employment, a physical examination is required and must be maintained for deployment.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: -- Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of second language acquisition (SLA) and the principles, approaches, methods, and techniques of instruction for ESL/EFL/ESP. Professional knowledge of instructional systems design (ISD) and materials development to include the use of technology in determining effective instructional delivery. Knowledge of DLIELC training policies and procedures, and capability to establish training program objectives and assess progress and success. Ability to analyze problems and evaluate and accomplish training studies and projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of second language acquisition (SLA) and the principles, approaches, methods, and techniques of instruction for ESL/EFL/ESP. 2. Professional knowledge of instructional systems design (ISD) and materials development to include the use of technology in determining effective instructional delivery. 3. Knowledge of DLIELC training policies and procedures, and capability to establish training program objectives and assess progress and success. 4. Ability to analyze problems and evaluate and accomplish training studies and projects. 5. Ability to represent the organization, supervise employees through team leads and subordinate supervisors, and to work with all levels of personnel within and outside the organization. 6. Ability to communicate and interact effectively, both orally and in writing, with all levels of personnel within and outside the organization, including across multinational forums. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
