About the Position: The primary purpose of the position is to assist managers and supervisors with overall guidance, compliance, as well as process and procedures for effective management-employee and labor relations. Helps facilitate efficient communication between healthcare professionals and paraprofessionals and CPAC personnel to aid in delivery of effective HR services.
Duties
Assist managers and supervisors with overall guidance, compliance, as well as process and procedures for effective management-employee and labor relations.
Research governing guidance, regulations/directives, and Command guidance to ensure compliance with prescribed guidelines and procedures.
Facilitate efficient communication between healthcare professionals and paraprofessionals and Civilian Personnel Advisory Center (CPAC) personnel to aid in delivery of effective HR services.
Collaborate daily with Hospital management, CPAC personnel and acts as management's representative in promoting effective Union relations and understanding collective bargaining unit agreement, and basic employee rights/privileges.
Advise on labor policies, status of on-going labor issues, disciplinary actions and Equal Employment Opportunity complaints.
Provide advice and technical expertise to managers, supervisors and employees on FECA claims due to occupational injury/disease.
Report incidences to Safety and Region and tracks all Federal Employees Compensation Act (FECA) claims.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the incumbent to travel at least 5% of the time.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This is an inclement weather position. The incumbent is expected to make every attempt to report for duty on time and/or remain on duty during inclement weather conditions.
- This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
- This position offers situational telework at the discretion of the supervisor.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes assisting management and/or the Equal Employment Opportunity (EEO) Office with EEO requests; coordinating meetings between management and union officials on employee labor relations issues; and assisting with labor relations and/or collective bargaining unit agreements for employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Legal studies, Business Administration, Human Resources Management, Public Administration, Organizational Management .
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
