You will serve as a SENIOR NUCLEAR ENGINEER in the Nuclear Quality Division (Code 2350), Nuclear Engineering and Planning Department (Code 2300) of NORFOLK NAVAL SHIPYARD.

Duties

You will develop, plan, and provide technical oversight over complex operations involved in the refueling operations, repair, maintenance, and alterations on a nuclear-powered vessel. You will monitor, review, and observe the efforts of engineers, consultants, health physicists, quality control inspectors, mechanics, and others. You will exercise technical control in the areas assigned on a project basis, of all types of shipyard work related to the overhaul and refueling of naval nuclear propulsion plants. You will carry out a continuing review of the engineering and production work to ensure that the requirements for propulsion plant and related work are met. You will recommend process modifications to eliminate malfunctions or improve performance, including follow up with testing or other monitoring to ensure a satisfactory outcome. You will be responsible for technical coordination of all phases of the work connected to ensure orderly and timely flow of information and productive effort, as well as minimal cost of completion of the job. You will discuss and resolve operational and maintenance problems with the ships and shipyard personnel. You will exchange information and discuss basic issues with engineering, radiological, quality and production personnel engaged in related work. You will represent the shipyard in dealing with outside activities and representatives in all matters pertaining to assigned projects.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires that the selectee be willing and able to climb ladders and scaffolding.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience organizing and leading teams, to plan and execute projects, resolve highly complex technical issues and integrate the work of several support organizations. Experience applying advanced theories, concepts, and principles practiced in the science of professional nuclear engineering. Experience analyzing, evaluating, and advising on the maintenance of nuclear powered naval vessels. Experience utilizing expert ability to interpret/evaluate engineering drawings/ specifications/ technical data packages as well as the planning/construction of nuclear facilities. Experience applying knowledge and skills sufficient to prepare and progress technical reports on assigned programs/projects involving the design, development and demonstration of reactor technology. Experience applying knowledge of the letter, substance, and intent of the Naval Reactor Plant Manual, and associated component technical manuals. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
