You will serve as a SUPERVISORY NUCLEAR ENGINEER in the Business and Strategic Planning Office (Code 1200), of NORFOLK NAVAL SHIPYARD.
Duties
You will serve as the Business and Strategic Planning Office Head for nuclear matters.
You will provide oversight for shipyard nuclear budgets and strategic planning goals for projects.
You will exercise line authority for the nuclear aspects of ship work lists, funds administration functions, and cost estimates.
You will assure adequate resources exist in Code 1200N to support nuclear work.
You will negotiate contracts and resolve issues involving shipyard labor organizations.
You will consolidate, amend, and submit final budget and strategic plans to the Comptroller Department (Code 600) for final fiscal action.
You will ensure accuracy of the nuclear workload/workforce projections.
You will advise departments of nuclear workload changes and an overall assessment of impact to current and future staffing requirements based on direct workload fluctuation.
You will coordinate with other designated shipyard personnel to work as a team with the goal of providing coordination of nuclear workload/workforce efforts for the shipyard with NRRO and NAVSEA 08.
You will provide an overview of the long-range planning and coordination of the development, improvement, consolidation and modernization of nuclear industrial facilities for action by the Nuclear Facilities and Equipment Manager (Code 3910N).

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- You will be required to obtain and maintain a U.S. Passport.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience interpreting and providing guidance on state of the art developments pertinent to work in Nuclear Engineering;
Experience applying related management principles, such as accounting, economics, resource management and budgeting that allow for the effective management of a major shipyard program;
Experience performing tasks in the principal technical areas of naval ship maintenance, repair, alteration, refueling, and inactivation, to include a detailed knowledge of nuclear powered vessels;
Experience managing the planning and execution of nuclear work in a timely and cost effective manner in accordance with nuclear program requirements and objectives;
Experience providing guidance and technical oversight within the organizational structure of the Department of the Navy and in particular the naval shipyards, NAVSEA and the operating forces of the U. S. Navy;
Experience participating in and executing emergency preparedness responses.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
