This is a bargaining unit position with AFGE Local 228.
This is not a drug testing designated position (TDP).
This position is located in the Small Business Administration, Government Contract Business Development - HQ out of the San Francisco, CA office. The incumbent exercises technical leadership in performing compliance reviews, determining continuing eligibility, managing protests and appeals, defining new areas of the program and leading ad hoc teams.
Duties
Reviews, analyzes, and recommends agency action on regular as well as complex submissions for initial and continuing eligibility.
Uses judgment to apply the guidelines to specific cases or problems and/or interpret financial information and program risks.
Evaluates complex business financial information to determine specific facts and issues, such as accuracy of financial statements.
Serves as the program expert with respect to accounting and program eligibility.
Initiates early graduation, terminations, voluntary withdrawals, suspensions and Change of Ownership actions.
Prepares reports and maintains records of work accomplishments and administrative information.
Coordinates the preparation, presentation, and communication of work-related information.
Actively participates, and represents the Office in a wide range of national, regional, and local conferences, seminars, key meetings, study/ workgroups, and other forums related to business development and contracting concerns
Requirements

- You must successfully complete a background investigation.
- You may be required to serve a one-year probationary period.
Qualifications
GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: demonstrating the ability to review and conduct analysis of certification criteria, conduct eligibility reviews, business processes or operations related to such reviews, and adhere to legal requirements of due process within a complex organization, structure, and program. This must be clearly reflected on your resume.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
