You will serve as a PROGRAM MANAGER for the Australian, United Kingdom, United States (AUKUS) initiative, NAVAL SHIPYARD OPERATIONS DEPARTMENT of NAVSEA HQ FIELD SUPPORT.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will advise the Program Manager in Directing/managing acquisition program planning.
You will coordinate training for foreign national personnel temporarily assigned to the naval shipyards.
You will develop operating procedures for the forward deployed intermediate maintenance activity that includes industrial process instructions, organizational management processes, facilities and equipment management processes and other procedures.
You will identify resource requirements and develop strategies for program planning, budgeting and execution.
You will communicate program activities in a variety of written and oral forums at all levels internal and external to the organization.
You will analyze situations, identify problems, probe causes and select courses of action for subordinate managers to pursue.
You will facilitate resolutions to or negotiations on distribution of available resources.
You will research methods and procedures, prepare training plans, and coordinate with cognizant codes for requirements and skills needs.
You will work with customers at management levels to resolve problems affecting programs/projects (e.g., problems that involve determining priorities and resolving conflicts among customers' requirements).
You will prepare, review, and approve major reports or policies of organization for internal and external distribution.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13) in the federal service or equivalent experience in the private or public sector developing operating procedures to meet organizational goals and adhere to policies to ensure program requirements are met.
