This position is located in the Behavioral Health Service Line at the Corporal Michael J. Crescenz VA Medical Center in Philadelphia, PA. The Program Analyst provides direct organizational wide support for administrative, analytical, and evaluative management services essential to the principal mission and operation of the Service line and in alignment with established facility goals.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties include but are not limited to: Collects and analyzes data/information from various sources to develop standard and custom reports based on requestors requirements and provides strategic recommendations for improving systems and processes based on data analysis; Responsible for data extraction and reporting from various internal/external databases; Identifies opportunities and assists in the development, enhancement of data models, new databases, data flows and relationships necessary to manipulate large data sets that provides management with the data/information necessary to make major organizational decisions and change; Generates and maintains clinical, administrative and statistical reports to be run on a periodic basis; Provides analytical, planning and evaluative oversight for a variety of data programs; Identifies and develops standardized mechanisms for data reporting and validation throughout the medical center for management use and strategic planning; Serves as subject matter expert and staff point of contact for performance data; Generates program and/or committee dashboards or scorecards identifying, utilizing and training staff in the use of software to assist in the implementation of data analysis, and graphic display; Performs thorough and accurate data management and analysis on large-scale assessment data, according to industry standards and within agreed upon deadlines; Utilizes a variety of automated and manual processes to organize and analyze information; Develops new methods and techniques when necessary to capture and display data and designs and implements analysis procedures for generating reports; Responds to requests for information concerning organizational practices or processes in specific areas; and Performs other related duties as assigned. To qualify for this position at the GS-9 level, you must meet at least one of the following requirements: SPECIALIZED EXPERIENCE: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-7) in Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the Program Analyst position, and that is typically in or related to the work of the position to be filled. Specialized experience includes collecting and compiling data and information; developing and analyzing reports; and developing procedures/recommendations for project management and/or process improvement.; collecting, analyzing and reporting clinical data; and utilizing various software and computer systems.NOTE: Your experience must be fully documented on your resume in order to receive credit. ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of a master's degree or equivalent degree or two full years of progressively higher-level graduate education leading to such a degree in a related field of study that demonstrates the ability to perform the duties of the position. Education cannot be credited without documentation. ~OR~ COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. NOTE: The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is considered primarily sedentary in nature, but may involve some walking, standing, bending and carrying of light items such as books and papers. Work is performed in an office setting with occasional visits to areas throughout the medical center. The work involves everyday risks or discomforts typically associated with offices, meeting rooms or training rooms. Work areas are adequately heated, lighted and ventilated.
