Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Management Analyst, you will:
Conduct studies to identify and analyze conventional problems in regard to manpower, administrative, financial, budget, and cost matters.
Evaluate opportunities for improvements in management systems and present recommendations for review and implementation.
Identify and develop data required for use in the management and direction of programs as they relate to resource management and administrative support operations.
Survey, develop, analyze, and assess human resources targets, travel needs and provide cost data and other information for use in program planning and evaluations activities.
Perform reviews of management and support systems in operation or being developed to assure their progress, practicability, and efficiency is relative to the overall goals and objectives of HUD.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-07 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.
Specialized Experience for this position includes assisting in conducting research and compiling data from multiple sources.
Examples of this experience could include:
- Collecting and researching data for special projects and initiatives; OR
- Assisting in the coordination of reports to make sure they meet timely distribution.
OR Education: You may substitute education for general or specialized experience as follows: One full year of graduate level education (attach a copy of your transcript or list of college courses designating semester or quarter hours earned to ensure proper credit) or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (2.95/4.0 overall or 3.5/4.0 in major) or election to membership in a qualifying national scholastic honor society.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
General Experience: For the GS-05 grade level, you must have 3 years General Experience.
General Experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, that demonstrates the ability to:
1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; AND
2. Plan and organize work; AND
3. Communicate effectively orally and in writing.
OR Education: You may substitute education for general experience as follows: completed 4 full years of education above high school leading to a bachelor's degree.
OR Combination: You may qualify by a combination of experience and education. (For example: the completion of 50% requirements for a bachelors degree and 6 months of general experience.)
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-07 you must have been at the GS-05 level for 52 weeks.
For the GS-05 you may be advanced to the GS-05 position if you have held a position no lower than GS-03 in the preceding year under your latest non-temporary competitive appointment OR have held a position at GS-05 or higher under a non-temporary appointment at any time in the past.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
