As a IT SPECIALIST (APPSW/SYSADMIN), you will be serving in a developmental position as a junior IT Specialist. Applicants must meet the requirements of the recent graduate program. This is not a remote position. The selectee will be required to be physically present in Loveland, CO.
Duties
At entry level you will provide technical support for IT systems associated with the Supervisory Control and Data Acquisition (SCADA) system and its components. This support would include duties that require development of knowledge in the following areas: database queries, data analysis & trending, programming languages, scripting languages, and real time data acquisition systems.

BASIC REQUIREMENT:
You must have experience demonstrating each of the four (4) competencies listed below. The experience must be IT related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.
SPECIALIZED EXPERIENCE REQUIREMENTS:
For the GS-07 level, you must have:
One full year of graduate level education in a related field OR
Superior academic achievement (Bachelor's. degree in a related field with either a 3.0 ("B") GPA overall or 3.5. ("B+") on a 4.0 scale from an accredited college or university) OR
One year of specialized experience equivalent to the GS-05 level working in the IT or Engineering field OR
You may qualify on a combination of education and experience
For the GS-09 level, you must have:
Two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degreeOR
One year of specialized experience equivalent to the GS-07 level working in the IT or Engineering field; This experience would include applying general IT principles to identify system problems and assisting senior IT Specialist in IT Programs OR
You may qualify on a combination of education and experience
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
The Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. To be eligible, applicants must apply within two years of degree or certificate completion (except for veterans precluded from doing so due to their military service obligation, who have up to six years after degree completion to apply). Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
To be eligible for the Recent Graduate program you must be a:
- Recent graduate who has completed, within the previous two years, a qualifying associate, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

- Student who graduates by 05/31/2024 with a qualifying associate, bachelor, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A student may not be appointed to a position until they have graduated.

- Preference eligible veteran who was precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion."
Conversion: Pathways Recent Graduates are converted to a term or permanent position upon program completion. This is not automatic nor guaranteed; it is at the discretion of the employing office. To be eligible for conversion, a Recent Graduate must: (1) complete at least one year of continuous service; (2) be a U.S. citizen; (3) demonstrate successful job performance (4) meet the qualification standards for the position to which converted; (5) receive a recommendation for conversion from the first-level supervisor; and (6) meet agency-specific requirements, as specified in the Participant Agreement.
