NASA is working with several American companies to deliver science and technology to the Lunar surface and to provide services for Lunar exploration through the Commercial Lunar Payload Services (CLPS) initiative. As Payload Integration Manager for CLPS projects, you will perform a variety of functions working closely with these commercial companies and payload providers to ensure project success.

Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Develop requirements, select vendors, create and manage task orders, develop integration plans, track payload developments, and follow the entire life cycle of projects to ensure project success. Manage the hosting of payloads and interfaces and work through integration challenges through negotiating with the Commercial Lunar Payload Services (CLPS) vendor and the payload provider. Resolve interface and integration problems relating to the projects and coordination of the several phases of the projects. Engage with stakeholders to establish technology activities aligned with strategic plans. Communicate status of programs and activities to management and stakeholders Enable the use of NASA support systems to assist awardees needs to meet project and broader program requirements. Evaluate the technical progress, schedules, and resources for projects to review and maintain a record of the project's status. Analyze the effectiveness of awardees in meeting the technical and administrative requirements of the contract. Manage project reviews and facilitate technical compliance at the interface between the payloads and the lunar lander. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Leading teams in the development of aerospace flight hardware, such as spacecraft, instruments, technologies, and systems for space-based applications, and performing technical management of contracted efforts; Developing project plans, evaluating program/project status, and resolving technical issues; Leading the integration of components or payloads onto a spacecraft; Collaborating with partners and stakeholders from internal and external organizations and participating in negotiations to achieve objectives. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Managing aerospace flight engineering projects or programs, and performing technical management of contracted efforts; Formulating projects, evaluating program/project status, and resolving technical issues; Managing the integration of components or payloads onto a spacecraft; Establishing relationships and partnerships with stakeholders from internal and external organizations, and performing negotiations to achieve objectives. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
