This position is located in the Front Office for the Office of Information Technology Office (OIT) of the Chief Information Officer (CIO) of the Food and Nutrition Service (FNS). The incumbent will be responsible for performing digital support functions for the full integration of the 21st Century Integrated Digital Experience Act (IDEA) for an integrated Digital Experience for FNS Offices and works to cultivate partnerships with customers and develop solutions to meet the FNS digital needs.
Duties
Acts as a focal point for integrating the digital experience.
Provides support for digital modernization support that include integration of digital services, digitizing legacy forms, accelerating use of e-signatures, and standardizing the transition to digital services.
Develops, coordinates, and disseminates administrative and programmatic communications and work products to internal and external audiences including other offices within the Agency and the USDA, members of private industry, and other organizations.
Leads development sessions and consolidates strategic guidance for OIT Digital Services and Modernization.
Critically evaluates information gathered from multiple sources, reconciles conflicts, decomposes high- level information into details, abstracts up from low level information.
Collaborates and consults with subject matter experts (SME) to establish the technical vision and analyze tradeoffs between usability and performance needs.

Serves as the liaison between the business units, technology teams and support team.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.).
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-14: Applicants must possess one year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Completes projects and special assignments by establishing objectives; determining priorities; managing time; gaining cooperation of others; monitoring progress; problem-solving; making adjustments to plans;
Develops, coordinates, and disseminates administrative and programmatic communications and work products to internal and external audiences including other offices within the Agency and the Department of Agriculture, members of private industry, and other organizations;
Being a liaison at the Agency and Departmental level;
Performs a wide variety of administrative and analytical duties connected with the review, justification and presentation of the Digital Experience; and
Interprets requests for programmatic action or information, and provides guidance, advice, assistance, interpretations, and recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
