This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU The Comprehensive Prevention, Access to Care, and Treatment Act of 2020 (COMPACT Act) Social Worker Program Coordinator is the subject matter expert on the COMPACT Act for the VAPORHCS catchment area. They will provide mental health services & care coordination as a clinical member & consultant to the healthcare teams to the Veteran population eligible by the Act; serve as a health care system representative to Veterans in the community, their families, & community partners. Major Duties: The Comprehensive Prevention, access to Care, and Treatment Act of 2020 (COMPACT Act) Social Worker Program Coordinator at the VA Portland Health Care System (VAPORHCS) serves as the facilities COMPACT Act Coordinator. The Coordinator is the subject matter expert on the COMPACT Act for the VAPORHCS; provides mental health services and care coordination to the veteran population made eligible by the COMPACT Act; and serves as a representative of the health care system while reaching out to Veterans in the community, their families and community partners. This is accomplished through: Responsible for overseeing and enabling navigation between varying levels of care; coordination between health care providers and care managers in direct care and community care; and comprehensive transition planning. Responsible for outreach to the community providers and healthcare systems providing COMPACT care. Advocates for Veterans working closely with fiscal and business units to assure they do not receive bills for COMPACT related care. Serves as a singular point of contact for Veterans, families, and caregivers during COMPACT episodes of care. Serves as the facility subject matter expert for the COMPACT Act. Coordinates with local Patient Advocate Tracking System (PATS-R) COMPACT clinical review teams. Collaborates with local facility revenue and finance departments. Coordinates with local facility Office of Integrated Veteran Care (IVC) Coordinators. Works with Veterans at high risk for suicide. Provides outreach, manages administrative and clinical reviews, provides case management, and assists Veterans with navigation of the health care system. As the COMPACT Act Social Worker Program Coordinator, will be considered the facility subject matter experts and will serve as a resource to Veterans, caregivers and staff in various areas including, but not limited to: Emergent Suicide Care and Suicide Prevention COMPACT Eligibility and Covered Services COMPACT Act Clinical Eligibility (mental health and related medical care) Pay Authorities Community Care Processes Billing Appeals This position also includes all functions of a mental health clinical social worker including: Screening/Assessment Treatment Planning/ Goal Setting Documentation/Productivity Referral to Service Providers Resource Usage/Development Advocacy Education/Health Promotion and Prevention Coordination of Care Psychotherapy Case Management Administrative Responsibilities Crisis Intervention: The social worker is experienced in making rapid assessments and developing crisis management plans for various types of crises including housing emergencies, psychiatric, suicide, and other high-risk behaviors or situations. The social worker will assess for suicidality and self-harm and provide appropriate intervention including but not limited to safety planning. The social worker will assist with admission to mental health inpatient programs as needed. The social worker has access to multiple resource directories in addition to previously developed resources to meet the demands of a crisis. In the event of a medical or psychiatric emergency, staff will follow the protocol of the mental health clinic a the Portland VA Medical Center. Maintains a level of productivity and quality consistent with the complexity of the assignment and consistent with Mental Health Division, facility standards, ect. Provides supervision to students, interns, or unlicensed social workers as requested. Practice independently but also consults with the Suicide Prevention PCL Manager and colleagues to develop knowledge and apply agency policies and practices to new maters. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C 7403(f). Licensure: Social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. (Current state requirements may be found by going to Licensing requirements by state or province - Association of Social Work Boards (aswb.org) or VA's Title 38 Hybrid Occupations - Office of Human Resources Management) Exception: For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctorial degree in social work may not be substituted for the master's degree in social work. (Verification of the degree can be made by going to https://www.cswe.org/accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Accreditation | CSWE) (Included transcript must include the following information to be considered acceptable: student's name, college/ university name, degree obtained, and date degree conferred. Diplomas will not be accepted.) May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-12 Experience and Education: *One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advance practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation and guidance within clinical practice. Assignments: All higher-level duties must consist of significant scope, complexity (difficulty), and variety. May include but not limited to: Administratively responsible for a clinical program providing treatment to Veterans in a major specialty area. Provide direct patient care services in the program area. Oversees the daily operation of the program, develop policies and procedures for program operation, prepare reports and statistics for the facility, VISN, and national use. May be responsible for the program's budget, developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery. Provide leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. Preferred Experience: A minimum of 2 years of substance abuse treatment experience. Experience providing harm reduction strategies/interventions, including referring to appropriate treatment programs. Experience developing and implementing new Harm Reduction s such as Safe Syringe Programs. Experience providing outreach/education to Veterans regarding safe sexual health. Experience must demonstrate possession of advanced practice skills and judgement, demonstrating progressively more professional competency.
