This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU The duties of this position include but are not limited to the following: At the GS-13 grade, Supervisory Social Workers (Patient Care Line 'PCL' Managers) supervise multidisciplinary professional staff, including advanced practice social workers, psychologists, psychiatrists, nurse practitioners, and nurses. Thus, they supervise numerous staff at the GS-9, GS-11, GS-12, GS-13, and GS-14, as well as Title 38 employees, including RNs, advanced practice nurses (APRNs) and physicians at their respective pay grades. They are responsible for the professional and administrative management of an area in the Mental Health Division in a care-line, which may involve multiple sites of care. The Social Work PCL Manager also provides direct clinical services. The Social Work PCL Manager must be licensed at the advanced practice level and must be able to provide supervision for subordinate social work staff to qualify for licensure. The incumbent assumes the supervisory and administrative responsibility for the management of one or more clinical locations within the VA Portland Health Care System. As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives, as well as monitoring, operating, evaluating, coordinating, and overseeing the clinical staff of the assigned programs. The incumbent will ensure the employees whom they supervise are aware of and adhere to all current directives of VHA, OMHO, and meet requirements of internal and external accreditation agencies such as Joint Commission, and Commission on the Accreditation of Rehabilitation Facilities (CARF), state licensing boards, and the VA-Office of Inspector General. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. Social Work PCL Manager for the Mental Health Division responsibilities include overseeing the scope of practice, performance, and professional development of staff within the Mental Health Division (MHD). The Social Work PCL Manager collaborates with MHD Executive Leadership to optimize their programs' efficiency, improve outcomes for Veterans, and improve performance on the various VA metrics (i.e. productivity, SAIL, utilization, encounter completion, etc.). The incumbent serves as the supervisory manager for one or more mental health clinical locations which includes staff from the full range of BHIP and PCMHI programs. The incumbent performs the administrative and personnel management functions relative to staff supervised in those areas. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Incumbent works to resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent ensures that subordinates are trained and fully comply with the provisions of the safety regulations. Responsible for key project activities related to the planning, development, and implementation of Mental Health related initiatives, policies, and strategic planning. A substantial portion of the workload directed by this position will be carried out at one or more locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer. The incumbent will perform clinical duties up to 60% of the time. Clinical work consists of individual and group psychotherapy and all the functions of a mental health social worker. As an experienced clinician, the incumbent will provide evidence-based psychotherapies and treat complex and difficult cases. Additionally, the incumbent provides clinical consultation to providers they supervise including psychiatrists, nurse practitioners, psychologists, social workers, counselors, nurses, and peers. Basic Requirements: Area of Consideration: This vacancy announcement is only open to current VHA (internal) employees. English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to dependently practice social work at the master's degree level. Grade Determinations: Supervisory Social Worker GS-13 Experience and Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as a senior social worker must be licensed or certified at the advanced practice level with a minimum of two years post advanced practice clinical licensure and should be in a specialized are of social work practice. Must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
