THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for an IT SPECIALIST (DATA MANAGEMENT) - TITLE 32, Position Description Number PDD2530000 and PDD1679000 and is part of the KY G6, National Guard.
Duties
As an IT SPECIALIST (DATA MANAGEMENT) - TITLE 32, GS-2210-9/11, you will provide expert technical advice, guidance, and recommendations on critical data-related issues. Provide guidance to program stakeholders on the application of data categorization, privacy, and retention in accordance with regulations and policies. Define responsibilities related to data governance and ensure accountability for stewardship of the Command's principal information assets. Develop procedural guidance for data ownership, access control, data management, and data manipulation to manage and administer organizational data. Work with personnel responsible for database administration, data management, data modeling, data governance, data retention, data masking, corporate reporting, application data refreshes and Security Technical Implementation Guidelines compliance. Serve as a point of escalation for governance, data quality and protection issues. Facilitate development and implementation of data quality standards, data protection standards and adoption requirements. Define indicators of performance and quality metrics and ensure compliance with data related policies, standards, roles and responsibilities, and adoption requirements. Design and develop integrative views of data to enable informed decision making. Conduct analyses to ensure architecture and standards support, metadata management, financial auditability, process reengineering, system modernization and investment management. Collaborate with infrastructure engineers, software developers, Enterprise Data Architects, system owners, and business users to understand the end-to-end lifecycle of data. Coordinate planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data tailored to changing customer requirements. Develop and administer data standards, policies, and procedures. Design data visualization and reporting solutions to support informed decision making for organizational initiatives. Perform other duties as assigned.

Qualifications
MINIMUM REQUIREMENT:
Experience that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
FOR THE GS-09:
SPECIALIZED EXPERIENCE:
Must have at least 24 months experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.
FOR THE GS-11:
SPECIALIZED EXPERIENCE:
Must have at least 36 months experience that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Must have Security+ Certification in order to be qualified at the GS-11 level.
EXPERIENCE REQUIREMENTS:

Substitution of Education for Specialized Experience: To qualify for GS-2210 Title 32 Excepted Service positions, on the basis of completed graduate education listed below.
FOR THE GS-09:
Masters or equivalent graduate degree

2 full years of progressively higher level graduate education leading to such a degree
FOR THE GS-11:
Ph.D. or equivalent
-OR-
3 years of progressively higher level graduate education leading to such a degree
All undergraduate or graduate education must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
To receive credit for education, you must provide OFFICIAL transcripts.
