This position is in FRA’s Office of Railroad Development (RRD), Business Operations and Strategic Communications Staff, whose mission is to lead strategy, operations, and communications efforts for the Office. This position will work in a team and provide support to RRD in employee engagement, office culture development, personnel management, recruitment and retention, onboarding/off-boarding, and awards and performance management.

Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience researching and examining program processes and policies, administrative operations, and/or program development for a variety of conventional conditions.
Experience communicating information and providing recommendations to program or process improvement either orally or in writing to decision makers
To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience researching and analyzing program processes and policies, administrative operations, and/or program development for uncommon conditions.
Experience developing briefings, reports, presentations and/or other feedback relating to improvement of programs or operational goals.
You cannot qualify on education at the GS-12 level; you must have experience.
To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:
Experience in leading or assisting in leading a program.
Experience applying advanced analytical and evaluative methods and techniques to measure the effectiveness, efficiency and productivity of critical programs and/or projects.
Experience developing and recommending updates or major changes, having significant program or organizational impact.
