Duties

The Incumbent is responsible for organizing and maintaining efficient office operations and assist the Chief, Chaplain with the management and functionality of the Chaplain programs. Incumbent is responsible for maintaining a current list and contacts of houses of faith and worship, community service places such as soup kitchen, homeless shelters that services veterans within a 25-mile radius of the main hospital and CBOCS. Incumbent will coordinate with chaplain service chief to ensure active communication between the VA chaplain Service and the community. The incumbent will be responsible for overseeing/coordinating major functions/events such as but not limited to the following: Ambulance Blessing: This task will include all coordination functions such as communication with various fire departments and EMS service, the manager or designee from the Emergency Department for planning and implementation and coordinating with the Chief of Chaplain Service to identify chaplains that will participate. Tea for the Soul: The incumbent will identify the chaplain for the ward and coordinate with the manager of the ward for time, location, and implementing the Tea for the Soul program. No Veteran Dies Alone: Incumbent will oversee the coordination, training and introduction for chaplain services of all volunteers. In this function, it is essential that the incumbent work with chaplains, volunteer service, families (when needed) and social work. Bereavement Program: Incumbent will assist the Lead Bereavement chaplain in all logistical functions of the newly designed Chaplain Service Bereavement program. Music Programs: Incumbent will independently coordinate a minimum of 6 programs for the chapel to include church choirs, praise teams, musical groups, and other hosted events to ensure that our veteran and staff population has various programs they can participate in throughout the calendar year. Baptisms: Incumbent will oversee all logistical functions pertaining to scheduling and coordination of all baptisms to include speaking with veterans, their families, and support staff if needed, as well as scheduling, prepping, and ensuring all documentation is completed and held on record. Assists in the planning, review and reporting of data/statistical results of program/project studies. Performs a basic analysis of the data and generates a variety of reports. As the primary contact for Chaplain Service, incumbent maintains a high level of expertise in dealing with people of varying socio-economic backgrounds, faiths, as well as groups, in person, on the phone and through written communication. Maintains meeting schedules. Prepares correspondence (letters, memorandums, bulletins, hospital memorandums, reports of contact, minutes, etc.) in both draft and final form. Reviews outgoing correspondence for proper format, conformance with procedural instructions, grammar, spelling, and necessary attachments. Responsible for coordinating the duties of office support personnel which include volunteers, high school students and Incentive Therapy personnel. Incumbent schedules workdays, procedures, and assignments. Ensures that necessary workloads are completed on time and in an efficient manner. The incumbent is designated as the Chaplain Service liaison for all fund control point management and credit card support. Conducts regular and recurring reconciliation, ensuring appropriate transactions are executed to maintain an accurate fund control balance, including troubleshooting errors, training/communicating new procedures to the three permanent staff personnel. Maintains records of supplies, equipment, and funds. Proactively maintains adequate levels of office supplies. The Incumbent will hold and manage credit card purchases for several fund control points. On an annual basis, assists manager with the preparation of the Chaplain Service Budget Request by providing information from previous FY spending through fund control point review and reconciliation, Incumbent will also serve as travel and education coordinator for Chaplain Service. Maintains the Chaplain Service Library as part of the Chaplain Service Education Program and CPE Program, including the signing in and out of books and periodicals. Functions as the service's timekeeper for volunteers, students, and Incentive Therapy workers, maintaining timecards. Incumbent is responsible for posting attendance and leave information to electronic timecards for all Chaplain Service employees. Incumbent will serve as the Chaplain Service ADPAC and is responsible for in-processing new employees, giving them instruction in unique systems, and developing and updating operating manuals. Incumbent will lead orientation for all volunteers and Chaplains. Qualifications

To qualify for this position, applicants must meet all requirements 30 days from the closing date of this announcement, 12/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in general office procedures including filing systems, VA Correspondence formats, and clerical practices and procedures. Skill to operate a variety of standard office and VA computer programs and databases. Skill of office automation systems and word processing products (Excel, Power Point, Access, Word, Share Point. Etc). Skill to perform data entry functions with accuracy. Skill to plan and organize a wide array of work and track multiple deliverables, projects and deadlines. Skill to communicate effectively both orally and in writing, to express thought clearly, and to develop ideas in a logical sequence. Skill to negotiate effectively with internal and external customers to accept and implement recommendations and partner on initiatives. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The Incumbent's work requires some physical effort such as standing, walking, bending, the carrying of records, papers, books, Bibles and sacred books of other faith groups, hymnals, and some small boxes, etc. There is no special physical exertion.
