This position is located in the Department of Homeland Security, Office of the Chief Security Officer, Washington, District of Columbia.
Duties
The primary purpose of this position is to develop, implement, and oversee the Department's security policies, programs, standards, and delivers security training and education to Department of Homeland Security (DHS) personnel and provide security support to DHS Components.
Duties performed:
Plan and conduct a variety of projects and studies that encompass the analysis and evaluation of administrative support systems and project management.
Plan, execute, and report on original or ongoing analyses, evaluations, or investigations with varied, complex features that require a fresh approach to resolve new problems.
Maintain contact with other organizations, government agencies, managers, and contractors to exchange ideas and remain current on developments in area or field responsibility.
Participate with the primary staff of the serviced organization in developing and organizing policies and programs and other related concerns for project management.
Assist in developing, organizing, and implementing functional short-and long-range plans.
Qualifications
Minimum Qualifications:
GS-09: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Participating in reviewing and evaluating operational processes and procedures; and
Participating in analyzing the effectiveness and impact of existing policies, practices, and standard operating procedures; and
Drafting segments of written reports based on a complete analysis where specific guidelines are available.
OR
Successfully completed a master's or equivalent graduate degree; or two (2) full years of progressively higher-level graduate education leading to a master's degree; or L.L.B or J.D., if related, that provided the knowledge skills, and abilities necessary to perform this work. Note: Transcripts (unofficial or official) must be submitted to support your claim.
OR
A combination of specialized experience (less than one year) and graduate education (beyond one year of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience to support your claim.
GS-11: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Assisting senior analysts in conducting special studies of program functions, work processes and procedures; and
Conducting management surveys and/or studies to identify program/project efficiencies and effectiveness; and
Drafting written reports based on a complete analysis where specific guidelines are available; and
Presenting findings and recommendations orally and in writing to management officials.
OR
Successfully completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, from an accredited college or university that provided the knowledge skills, and abilities necessary to perform this work. Note: You must submit a copy of your college transcripts (unofficial or official) to support your claim.
OR
A combination of specialized experience (less than one year) and graduate education (beyond 2 years of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (unofficial or official) and your resume must explicitly indicate how you meet the experience to support your claim.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
