This position is in the Primary Care department for Assistant Chief, located at the CBOC in Springfield, IL.

Duties

The primary purpose of the position is to ensure smooth clinic operations at the assigned CBOC location. This position assesses, plans, implements and evaluates patient care programs and initiates changes in the system for delivering patient care based on current concepts and findings from research and/or studies. Each CBOC is comprised of employees from multiple disciplines (both clinical and administrative) providing Primary Care, Mental Health, and Specialty services to eligible Veterans. In this capacity, the incumbent represents the managers at meetings involving administrative matters and broad-scoped issues. Position may require travel to a location within VAIHCS. Duties Include: Responsible for planning, organizing, directing and controlling an integrated primary care program. Provides guidance on all aspects of clinic operations. Identifies ethical and legal issues and promotes professional responsibilities as related to clinic operations and provision of primary care. Knowledge and skill in applying analytical and evaluative methods and techniques to plan and conduct limited factual studies and analyses concerning the efficiency and effectiveness of medical facility health care operations. Knowledge of pertinent laws, regulations, policies and precedents to determine their impact on the customer service program and related support resources in the area studied. Projects and monitors staffing needs in all services of the CBOC - this include coordinating activities involving personnel management actions. Works directly with local and state government officials, local and state veterans' organizations, congressional offices, accrediting agencies, public health officials, community health care facilities and members of the community at large to resolve sensitive or controversial problems involving aspects of patient care or overall clinic operations. Plans and independently develops detailed, statistical material for use as justifications for annual and multi-year budget appropriations. Functions as a Level II Contracting Officer Representative (COR) and assists in the day-to-day management and monitoring of service contracts. Analyzes budget trends to identify areas of imbalance. Prepares budget and periodic budget projections for clinic activities in accordance with VAIHCS policy (projections reference clinic workload trends and may relate to staffing, equipment, and supply expenditures prepared in conjunction with VAIHCS procedures). Performs additional duties as assigned. NOTE: Selectee may need to complete a Supervisory Probation Period Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience with Microsoft Office, CPRS, Vista, data analysis and Excel Spreadsheets. Skill in leading and collaborating with staff on various program activities to promote efficient operations; accurate compliance to the budget; customer service, conflict management skills, personnel management; ability to make recommendations to resolve substantive problems of effectiveness, efficiency and productivity. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education. (TRANSCRIPTS REQUIRED). OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only graduate education in excess of 1 full year of graduate education is creditable toward meeting the specialized experience requirement. (TRANSCRIPTS REQUIRED) GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience with advanced Microsoft Office, CPRS, Vista, data analysis and Excel Spreadsheets. Skill in leading and collaborating with staff on various program activities to promote efficient operations; workload monitoring, trend analysis, budget and fund control point control, equipment and supply management, human resource management, space management, accreditation standards compliance, clinical and administrative investigations; gathering information; identifying and analyzing issues of a professional & clinical in nature; develops recommendations to resolve substantive problems of effectiveness, efficiency and productivity. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, LL.B. or J.D or 2 full years of progressively higher-level graduate education leading to such a degree (TRANSCRIPTS REQUIRED). OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only graduate education in excess of 1 full year of graduate education is creditable toward meeting the specialized experience requirement. (TRANSCRIPTS REQUIRED) GS-11 Specialized Experience:You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience with advanced Microsoft Office, CPRS, Vista, data analysis and Excel Spreadsheets. Acts as a representative of the CBOC supervisors, chief of staff and the VAIHCS Director in labor relations issues. Ensures current licensure and privileges for professional staff in accordance with requirements. Works directly with local and state government officials, local and state veterans' organizations, congressional offices, accrediting agencies, public health officials, community health care facilities and members of the community at large to resolve sensitive or controversial problems involving aspects of patient care or overall clinic operations. OR GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree?
