The primary purpose of this position is to serve as a subject-matter expert authority and contracting officer for contracting, performing a wide variety of duties and responsibilities encompassing leadership and coordination of instruction, curriculum development, administration, and research, as required.

Duties

Conducts training of Contracting trainees in the training program, as well as other Contracting personnel as requested. Develops Contracting Curriculum for training of Contracting trainees. Procures complex and/or diversified services and/or commodities. Participates in special projects and initiatives and performs special assignments.

  • Serves as warranted contracting officer. The incumbent must be currently eligible to be selected and appointed for a warrant in the amount of $5M or
  • greater as specified in the Air Force Supplement to the Federal Acquisition Regulation (AFFARS) 5301.603-2-90(c).
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. The employee must obtain and maintain the appropriate security clearance.
  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). This position requires a Contracting (C), Level 1 - Foundational, acquisition certification.
  • The selectee must meet, or be capable of achieving, acquisition certification within 36 months after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.
  • The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must be able to obtain and maintain the appropriate security clearance

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Series 1102. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement. In addition to meeting the basic requirement above, to qualify for this position you must also meet one year of specialized experience equivalent to the GS-12 in the normal line of progression. Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. SPECIALIZED EXPERIENCE: Applicants must have at least (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience comparable in scope and responsibility to the GS-12 level (obtained in either the public or private sectors), performing a wide variety of duties and responsibilities encompassing leadership and coordination of instruction, curriculum development, administration, and research, as required. As a course manager, ensures the effective development, implementation/delivery and maintenance of new employee training and recurring training for the contracting workforce. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex and/or diversified services and commodities. Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research. Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions. Skill to plan, organize, and facilitate contracting training. Ability to integrate effective instructional methods into the development and presentation of training that motivates and enables maximum learning of highly complex subject matter which may be difficult to learn. Ability to serve as a trainer, coach, or mentor to lower-level contracting personnel and trainees. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
