This position manages outreach activities, interactions with community partners, and education to active-duty service members, veterans, and their families as part of the Health Benefits Section of Health Administration Service (HAS) within the Battle Creek VA Medical Center (BCVAMC).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of pertinent laws, federal regulations, polices guidelines, VHA directive and procedures that require extensive training.
Knowledge and experience in the field of patient administration (both inpatient and outpatient), including medical records and related fields of medical administration, especially related to any Health Administration Service (HAS) Program.
Knowledge of varied functions of computer spreadsheets, database computer applications, etc. to produce and maintain a wide variety of documents.
Knowledge of statistical (mathematical) analytical principles and computer literacy of the degree that program systems are developed, and data entry and reports retrieval can be made.
Ability to plan effectively, have sound fundamental knowledge or organizational theory and practice and have a high degree of skill in oral and written communications.
Knowledge of the organizational and interdepartmental relationship of an active acute Medical Center.
Possess an awareness and appreciation for the pressures and demands of this position and be able to deal effectively with responsibilities.
Ability to maintain cooperative, effective relationships with a wide variety of individuals. Knowledge of VISTA with knowledge of the registration process, entering a means test and updating demographics.
Knowledge of other computer systems necessary to manage, control, secure, coordinate and implement computer activities.
Knowledge of standard and business English usage and proper formatting of formal correspondence in response to inquiries, reports, audits, etc. Incumbent(s) must have managerial skills with a high degree of aptitude in oral presentation, written communications as well as a sound mathematical base to perform assignments.
Knowledge of laws and regulations in regard to combat Veterans and their special eligibility for VA healthcare benefits.
Knowledge of Enrollment Priority Groups is required to have the ability to advise Veterans of the Services they are eligible to receive, and accurate processing of the Health Benefits Update form (10-10EZR) in the correct Vista Menu and the Enrollment System.
Knowledge of the facilities different service programs offered and provide resources to the Veteran requesting the services.
Knowledge of basic eligibility pertaining to other departments providing benefits based of off the eligibility determination by the HBA.
Knowledge of the policy and process for the Special Focus: Expanded Access for Emergent Mental Health Services for Former Servicemembers (VHA Directive 1601A.02 section #11) which requires the HBA to assist in determining entitlement of Presumptive eligibility for Psychosis and Other Mental Illness, Tentative eligibility and VA's Humanitarian care authority for Ineligible Former Service members (38 U.S C. 1784).
Ability to execute the "CODE ORANGE" procedure for Veterans who are in crisis following the guide to responding to suicidal ideation.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
