This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing, Office of Field Operations. Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Program Analyst, you will: Conduct special studies and reports as instructed by the Director. Develop analytical papers on programs, assess performance and suggest new policies and policy changes having nationwide impact. Assist Desk Officers in reviews of field office operation and use of automated systems and management's application of data from the systems to identify and resolve field office and PHA problems. Utilize available computer equipment and data systems to maintain current PHA data, track PHA performance trends and compliance issues, and generate appropriate work products.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Conducting trend analysis of business processes; AND Negotiating and coordinating efforts with local or federal officials; AND Applying problem solving methods, trend analysis, and analytical techniques related to program deficiencies; AND Presenting findings and recommendations, both orally and in writing. For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Using data to analyze program and operational performance trends; AND Collecting and researching data for studies or evaluations of programs/operations; AND Preparing reports and recommendations for management consideration; AND Presenting findings and recommendations, both orally and in writing. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
