This position is in the Animal and Plant Health Inspection Service, Marketing and Regulatory Program Business Services, Information Technology Division, Program and Project Management Directorate, Program Management Office. If selected, you will serve as senior Information Technology Program Manager whose primary responsibility is to lead the Program Management Office, ensuring Information Technology programs and projects meet defined standards and best practices.

Duties

The duties may include, but are not limited to: Serves as the principal technical advisor on projects of agency and department importance. Develops policies to govern technical IT activities and investment portfolios. Establishes priorities for automated systems development and implementation. Promotes a culture that facilitates knowledge sharing, open communication, and organizational learning. Prepares reports and maintain records of work accomplishments and administrative information. Defines program management processes, service level expectations, resource and funding requirements, and critical points of contacts. Exercises full technical and administrative responsibility for initiating, planning, executing, and evaluating assigned program areas’ projects. Plans and coordinates analyses of information from multiple sources relating to operations and maintenance. Provides for the continuing assessment of the current state of technology, future trends, and the integration of emerging information technologies into useable systems.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Guiding IT projects adhering to project management standards (e.g. Federal Acquisition Institute's Program and Project Management Senior Level, Project Management Institute's PMBOK, International Project Management Association Level B or A, or PRINCE2 Project Management Professional). Leading development and operation support projects by coordinating the efforts of internal technical staff and contractors to meet customer needs. Providing recommendation briefings and formal status updates to senior executives within the organization. Implementing processes for assessing project or program performance. Note: There is no education substitution for this grade level. In addition, all applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below. Applicants must demonstrate possession of these competencies within the body of the resume; no separate statements addressing them are required. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
