The primary purpose of this position is to serve as a Management Analyst for overall program coordination/policy and implementation of Control Center operations and staff surveillance over special programs and manage war, disaster, emergency and security programs at the Group level.
Duties
Incumbent accomplishes investigate studies of problem areas involving different elements of aircraft operations, depot aircraft maintenance and repair/overhaul facilities, policies, and programs.
Conducts in-depth review and analysis of MOC operations and aircraft depot maintenance operations, systems, policies and procedures.
Incumbent provides program policy guidance and regulator interpretation to management and supervision.
Prepares and conducts formal and informal briefings to ALC Center Command, Maintenance Wing, Group, Squadron Management, Program Managers and support personnel.
Responsible for War Plans for the and Group Security and Antiterrorism programs.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes managing the development, implementation, and sustainment of operating policies, procedures and programs of aircraft operations, depot maintenance component facilities, and Maintenance Control Center (MOC). Implements Group level War Plans, Battle Staff, and Security Programs ensuring implementation by collecting and analyzing pertinent organizational data, interpreting guidance, and identifying recommendations to resolve deficiencies. Conducts program education and training for the organization; uses various presentation techniques in providing information on historical performance, organizational staff functions, and trends and indicators for management to make informed decisions on diverse maintenance resources, plans, and programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Broad knowledge of the regulations, policies and practices related to the industrial operations and aircraft depot maintenance process and requirements, to include MAJCOM directives and goals.
Knowledge of applied statistical, analytical, and presentations technique concepts.
Training and/or experience in multi-media presentation, computer-assisted presentations and computer concepts as desired.
Ability to research, conduct surveys, gather data, assemble and analyze facts, draw conclusions and devise solutions to problems.
Ability to gain cooperation from other through facts, courtesy and diplomacy.
Ability to communicate effectively both orally and in writing.
WORK ENVIRONMENT: Work is typically performed in an adequately lighted and climate controlled office, however incumbent may be required to make trips to industrial areas were PPE is required such as safety glasses and earplugs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
