This position is located in the U.S. Department of Education, Office of Postsecondary Education, Higher Education Programs. It is established to analyze and advise management on the evaluation of the effectiveness of Title IV, Title V and Title VII programs and operations, as well as the productivity and efficiency of management of these programs.

Requirements
- You may be subject to serve a one-year probationary period.

Qualifications
Minimum Qualification Requirements:
You may meet the minimum qualifications for the GS-14, if you possess the specialize experience.Specialized Experience for the GS-14:
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
Experience using discretionary grants processes to plan and assist with directing staff efforts in the implementation of the legislative and regulatory requirements of programs.
Experience planning and conducting webinars, technical assistance workshops and other information dissemination activities to educate the public and grantees concerning programs.
Experience leading team members in various phases of program development, grant administration and oversight, and in inspiring collaboration on issues that impact programs.
Knowledge, Skills, and Abilities (KSAs):
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills, and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement)
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Knowledge of higher education discretionary grant processes programs.
Skill in communicating orally and in writing, for the purpose of responding clearly and concisely when conveying policies, guidelines, procedures, presentations and professional documents.
Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations.
Knowledge of program goals and objectives, key program events and milestones and methods of evaluating the worth of program accomplishments.
Education
Education cannot be substituted at the GS-14 grade level.
