THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a CONTRACT SPECIALIST, Position Description Number PDD2622000 and is part of the WY United States Property and Fiscal Office, Wyoming Army National Guard.
Duties
This position is located in the Joint Force Headquarters, United States Property and Fiscal Office (USPFO) Purchasing and Contracting, Wyoming Army National Guard. The primary purpose is to perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques. Non-competitive promotion to the next higher grade level is dependent upon 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all Office Personnel Management (OPM) legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor.

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:
Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the USPFO.
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard.
Area 4: All current M-day soldiers of the Wyoming Army National Guard.
Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

*** Selectee can expect to be placed into an AGR One Time Occasional Tour (NTE 2 years) with the intent to achieve all required certifications prior to restoring to the Title 32 Dual Status Technician position.
MANDATORY POSITIVE EDUCATION REQUIREMENTS: Must possess, at a minimum, a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

GENERAL EXPERIENCE: Must possess experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.
SPECIALIZED EXPERIENCE:
GS-1102-07 (Foundational): Must meet mandatory positive education requirement. To qualify, must have at least one year of experience in positions collecting and analyzing data. Experience assisting in business management, financial management, project management, risk management, or supply chain management.
GS-1102-09 (Foundational): Must meet mandatory positive education requirement. To qualify, must have at least one year of experience in contracting at the GS-07 grade level that provided exposure to the full scope of contracting and acquisition and a working knowledge in one or more of the following areas: (1) A knowledge of contracting authority and responsibility, (2) Contract principles and knowledge of the Federal Acquisition Regulation, (3) Contractor responsibility standards, (4) Regulatory compliance, (5) Knowledge of Federal supply schedule contracting, and (6) Knowledge of acquisition definitions and applicability. In addition to participating in education and training courses, individuals are expected to develop their required competencies through relevant on-the-job experience, which may include rotational assignments.
GS-1102-11 (Foundational): Must meet mandatory positive education requirement. To qualify, candidate must have completed Level 1, DAWIA Foundational Certification (or equivalent certification issued by Federal (Non-DoD Organizations) and have at least one year of contracting experience at the GS-09 level performing work in the following areas as applicable to the position being filled: (1) Pre-award of contracts related to development of a solicitation. Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, (2) Award of contracts that includes forming a contract, and (3) Post-Award actions to administer the contract. Competencies at the practitioner category emphasize functional specialization in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. Individuals at this category are expected to have and apply journeyman level acquisition-related skills.
ALL SERIES GS-1102 NG TITLE 32 EXCEPTED SERVICE CANDIDATES' PACKAGES ARE PROCESSED / COORDINATED DIRECTLY TO NGB OPARC FOR FINAL CONCURRENCE PRIOR TO FINAL APPOINTMENT.
CONTRACTING CERTIFICATION REQUIREMENTS: If selected for either a GS-7 or GS-9 position, will have 36 months from date of appointment to achieve the required Level 1 DAWIA Foundational certification and understand that certification standards cannot be waived, and an individual cannot be certified through a waiver.
Certifications issued by federal (non-DoD) organizations such as the Federal Acquisition Certification in Contracting (FAC-C) and certifications issued by the Department of Homeland Security, or Coast Guard are not reciprocal with the Defense Acquisition Workforce Improvement Act (DAWIA) certification.
However, the National Guard Bureau may consider these Federal, non-DoD certifications in exercising the fulfillment process toward meeting the certification requirements of Chapter 87 of Title 10, U.S.C. Completed Defense Acquisition University (DAU) or equivalent coursework may be transferable and applied toward the functional or acquisition training standards for an acquisition workforce member's DAWIA contracting certification. Applicants that qualify for the position based upon their contracting experience in the 1102 series as an employee in a non-DoD position will be given 36 months to achieve Level 1 DAWIA Foundational certification.
Applicants applying for National Guard positions and having FAC-C or other contracting certifications should include DAU transcript and any DAU-approved vendor certificates (if applicable) with application.
CERTIFICATIONS:
