This position is located in Cheyenne, WY. We expect to fill one vacancy at this time; however, additional positions may be filled from this announcement if they become available. Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97.

Duties

Provides formal advertising and/or negotiated methods of contracting support and guidance to the Agency customers and team members. Performs pre-award and/or post-award functions using a wide range of contracting methods and types to procure complex purchases. Serves as an acquisition business advisor on contract matters and may serve as an acquisition lead on project management teams. The incumbent drafts replies to other agencies, appeal boards, or Congressional inquiries for management review and approval. The incumbent analyzes difficult issues, identifies alternative courses of action, and represents the interest of the government in meetings with various stakeholders outside the Bureau/Agency (e.g., claims, protests). Performs work related to the contract pre-award (i.e., the work necessary to secure a contract to acquire goods and/or services) and post-award processes (i.e., the work accomplished after contract award). Selects clauses to cover special conditions, such as inspection and acceptance, marking and packaging, quantity variation, price differential, or transportation costs. Contacts technical personnel to resolve questions of applicability of specifications, classifications of terms, or acceptance of substitute items.

  • This is not a virtual/remote position. Selectee will be expected to report to Cheyenne, WY.

Qualifications

This position has an individual occupational (education) requirement: A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
