BLM may offer incentives to qualified applicants. An incentive of up to $5k may be offered to eligible applicants.
Duties
The incumbent provides formal advertising and/or negotiated methods of contracting support to Bureau/Agency customers and team members.
The incumbent performs pre-award and/or post-award functions using a range of contracting types and methods to procure purchases in supplies, systems, services, equipment, and/or construction.
The incumbent prepares contracting documents for contracting actions that are clearly defined and precedented (e.g., firm fixed-price, time and materials, indefinite delivery, or other contracts of similar complexity).
Contracts administered are typically for terms of six months or less. Work may be reviewed and/or signed by a senior Contracting Officer.
The incumbent drafts replies to other Bureaus/Agencies, appeal boards, or Congressional inquiries for management review and approval.
Requirements

- If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.

- This is not a virtual/remote position. Selectee will be expected to report to Cheyenne, WY.
- The incumbent may be required to obtain and maintain an appropriate FAC-C level and to hold and maintain a Contracting Officer Certificate of Appointment (COA) commensurate with the workload of the office.
Qualifications
To be eligible, an applicant must:
Recent Graduates
A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period.
Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012.
This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment.
The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.
To qualify for GS-07
In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: understanding of the basic principles and concepts of Procurement business and/or contracting program requirements and certifications; have experiences and training that demonstrates the ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
OR
1 full academic year of graduate education or law school or superior academic achievement OR A combination of education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.
To qualify for GS-09
In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples of functional contracting experiences and competencies that provided knowledge of contracting principles and procedures to include the following business: Procurement in Pre-Award and Award Contracts; Simplified Acquisition Procedures; Small Business Socio-Economic; Delivery Order / Task Order; Contract Administration; Government Purchase Card program.

2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. OR A combination of education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all eligibility and qualifications requirements by the closing date of the announcement.
Physical Demands: The work is sedentary. No special physical demands are required to perform the work.
Work Environment: The work is performed in an office setting and involves everyday risks or discomforts, which require normal safety precautions.
Above duties are for the GS-07 level. At the higher-grade levels, less assistance, instruction, guidance, oversight, review, and supervision will be provided.

Basic Requirements

A 4-year course of study leading to a bachelor's degree with a major in any field;
or

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management.
Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.
